Subject: 6 Months O&M/ Year 4 - Soil Vapor Extraction System Super Drycleaner 5702 Lake Worth Road #6 Greenacres, Palm Beach County, Florida 33463 FDEP Facility ID NO. ERIC_5142
Dear Brittany:
Geosyntec Consultants, Inc. (Geosyntec) has prepared this Statement of Work (SOW) and Level of Effort (LOE) for six months of operations and maintenance (O&M), from November 2023 through April 2024, of the soil vapor extraction (SVE) system at Super Drycleaner (Site) (Facility ID- ERIC 5142) located in Greenacres, Florida. The SVE system startup occurred 26 through 28 October 2020. Bump tests were performed in November 2021, May 2022, November 2022, and July 2023 to evaluate if a rebound of volatile organic compounds (VOCs) would in the SVE influent or the individual VEWs.
This LOE is subdivided into subtasks for quarters 1 and 2 for Year 4. The major scope elements are outlined below as they will pertain to multiple subtasks in some cases. Each subtask will be outlined separately thereafter.
SCOPE OF WORK ELEMENTS
Monthly SVE System O&M Tasks
Geosyntec personnel will conduct 6 monthly O&M visits to the Site beginning in November 2023.
During each O&M visit, Geosyntec personnel will perform the following tasks:
• record vacuum, pressure, and temperature readings at the SVE blower;
• record air flow rates at the blower and three vapor extraction wells (VEWs);
Super Drycleaner – 6 Months O&M Year 4 O&M LOE
• record vacuum readings at the three VEWs, VMP001, VMP005, VMP006, VMP007, and
MW006;
• drain fluids accumulated in the moisture separator and disposing of fluids in a 55-gallon drum as investigation derived waste (IDW) and collecting a VOC sample for waste characterization;
• collect groundwater level measurements from monitoring wells MW001 through
MW007;
• perform required air sampling;
• perform required groundwater sampling;
• inspect and clean the equipment compound; and
• perform periodic equipment maintenance activities recommended by equipment manufacturers.
The results of the monthly system O&M activities will be documented in a site-specific O&M log, which will be submitted to the FDEP with the monthly O&M summary emails.
A fifth bump test will be conducted between the October 2023 and November 2023 O&M events (approximately 3 months following the completion of the fourth bump test). This fifth bump test will be performed similarly to the previous bump tests and will consist of collecting air samples from VEW-1 through VEW-3 and the influent during the October 2023 O&M event prior to shutting down the system and upon system startup during the November 2023 O&M event. The results of the fifth bump test will be provided in the monthly summary emails.
IDW Generation and Management
Investigative Derived Waste (IDW) is not anticipated to be generated during quarters 1 and 2 of Year 4 O&M activities; therefore, costs for IDW are not included in this LOE. If IDW is generated, Geosyntec will submit a work change directive (WCD).
Air sampling
Air samples will be collected from the three VEWs (VEW-1 through VEW-3) and the influent during the November 2023 O&M event upon system startup. An influent air sample will also be collected during Year 4 Quarter 1 (January 2024) and Year 4 Quarter 2 (April 2024). Air samples will be collected with a summa canister and analyzed at a fixed-base laboratory for VOCs by EPA Method TO-15.
Reporting
A Semi-annual O&M Report (following Month 42 [April 2024]) and monthly email summaries will be prepared to document the results of O&M activities. The O&M report will include, at a minimum, the following:
• results of laboratory analyses of air samples (tabular and graphical form);
• results of laboratory analyses of groundwater samples (tabular and illustrative form)
• O&M activities performed during the reporting period;
• the calculated mass of PCE (and daughter products, if detected) removed by the SVE system during the reporting period, and cumulative total removed since startup;
• the SVE system hours of operation during the reporting period;
• information regarding the depth to groundwater;
• information regarding any repairs and/or modifications made to the SVE system;
• vacuum radius of influence (ROI) data (tabular and illustrative form); and
• recommendations and conclusions pertaining to the continued operation and/or optimization of the SVE system.
Utilities
Monthly electrical utility bills have been estimated at $350 based on the previous year’s average monthly invoices from Florida Power & Light. Telemetry is currently provided by PRM and is available through 31 December 2023. An invoice from PRM for annual telemetry services from 1 January 2024 to 31 December 2024 was received and is planned to be utilized during the 2024 year. The cost of telemetry is $105.66 per month with taxes for a total of $1,267.95 (Attachment A). The utilities also include a $20 monthly processing fee for electrical service and a one-time monthly processing fee for annual telemetry.
