The Task Assignment is issued under Contract Number HW683 and is identified as DC033A. The project involves environmental remediation assessment work at the JCI Jones Chemicals, Inc. facility located at 1433 Talleyrand Avenue, Jacksonville, Florida (Site ID: ERIC_4601). The FDEP Project Manager is Brittany Plyler, and the contractor's Project Manager is Shekhar Melkote. Geosyntec Consultants is authorized to conduct this work in accordance with the scope, cost estimate, and schedule provided on March 14, 2023.
The Task Assignment authorizes Geosyntec to conduct a path forward evaluation for drycleaning chlorinated solvent contamination at the Site, with a total value of $5,325.67 on a fixed unit rate basis. The scope consists of two subtasks: Subtask 1 covers project management labor, calculated at 13 percent of direct labor costs, including fringe, overhead, other direct costs, and completion fees; Subtask 2 requires a comprehensive Path Forward Evaluation Report that reviews historical environmental data, identifies assessment data gaps, and provides recommendations for future remedial actions. The single deliverable—the Path Forward Evaluation Report including project management documentation—is due June 30, 2023, with invoice submission and FDEP approval required for payment. The effort encompasses 27 total labor hours and was authorized effective May 1, 2023, with a completion date of August 31, 2023.

Subject: Proposal and Level of Effort/Cost Estimate Form Path Forward Evaluation For Drycleaning Solvent Contamination JCI Jones Chemicals, Inc.
1433 Talleyrand Avenue, Jacksonville, Florida 32206 Site ID # ERIC_4601
Dear Ms. Plyler:
We are pleased to submit this attached Cost Estimate Form and proposed Level of Effort (CEF/LOE) to conduct a path forward evaluation for the drycleaning chlorinated solvent contamination at the JCI Jones Chemicals, Inc., 1433 Talleyrand Avenue, Jacksonville, Florida.
(the “Site”). The Site is in the Florida Department of Environmental Protection (FDEP) Drycleaning Solvent Cleanup Program (DSCP) since 1996 but has not been active due to a relatively low score of 31. In 2018, JCI applied and was accepted for the FDEP DSCP Advanced Site Assessment (ASA) program. The Site is also listed in the FDEP Petroleum Restoration Program (PRP). In addition, in June 2020, JCI completed cardon dioxide sparging remedy to treat a sodium hydroxide (NaOH) spill that occurred along the southern boundary (Geosyntec 2020a).
As part of the ASA, existing monitoring wells that were installed for the PRP were sampled in April 2019 for evaluating baseline groundwater quality for chlorinated solvents (Geosyntec 2019).
Sampling results detected elevated concentrations of tetrachloroethene (PCE) and breakdown products near the eastern property boundary and along the railroad tracks to the south. In May 2020, limited soil and groundwater sampling using direct-push technology (DPT) was conducted in the vicinity of the elevated detections to better assess the source area and extent of the contamination (Geosyntec 2020b). PCE and breakdown products were detected at very high concentrations in the DPT soil and groundwater samples. PCE concentrations in soil and groundwater ranged up to 8,520 milligrams per kilogram (mg/kg) and 8,830 micrograms per liter (µg/L), respectively. The horizontal and vertical extents of contamination were not fully delineated. The potential for affected groundwater to migrate offsite or affect Deer Creek, located to the north of the Site, remains unevaluated. No other sampling related to the drycleaning solvent contamination have been conducted since May 2020.
Plyler_B Cross-Out
Ms. Brittany Plyler
The purpose of this proposed effort is to conduct a path forward evaluation for the drycleaning solvent contamination detected at the Site. The scope of work consists of the following tasks.
Subtask 1 – Project Management
This subtask includes effort for overall Project Management.
Subtask 2 – Path Forward Evaluation
Under this subtask, Geosyntec will review historical environmental data to evaluate a path forward for the drycleaning chlorinated solvent contamination at the Site. The path forward evaluation report will include a review of historical chlorinated solvent data to identify assessment data gaps and additional sampling required to complete the horizontal and vertical delineation of affected soil and groundwater for chlorinated solvents including potential offsite plume migration such that appropriate remedial actions, if required, could be evaluated for cleanup. A summary of the evaluation including analytical summary tables, figures, and recommendations for future actions at the Site will be prepared and submitted to the FDEP for consideration.

A copy of the CEF/LOE has been included with this proposal. For this effort, we have listed Shekhar Melkote, a Senior Consultant with Geosyntec, as the Project Manager to conduct the path forward evaluation. Shekhar has previously worked on ASA sampling, NaOH spill cleanup and has authored the below referenced reports for the Site. Given his prior experience at the Site, we believe he will be able to cost-effectively complete this effort for FDEP.
As always, we appreciate the opportunity to conduct this project for FDEP. Please contact Shekhar Melkote at 570.575.2631 or Joe Applegate at 850.556.8419 if you have any questions.
Sincerely, Geosyntec Consultants, Inc.
