From: Evan Miller, Project Manager Date: September 27, 2022 Subject: Negotiation Summary

HW683 DC024A

This Task Assignment authorizes Geosyntec to conduct annual groundwater monitoring as well as obtain site access agreements in accordance with the Geosyntec scope of work, cost estimate, and schedule received on 19 September 2022.

Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2 – Site Access Agreements As part of SOW/LOE preparation, access agreements were evaluated to determine (i) what agreements are in place and (ii) that the existing owners associated with each agreement are current. A new Access Agreement will be required for the Site property (Parcel 17-29- 16- 00000-240-0200) which was sold in August 2013. Additionally, the monitoring wells located in the grassy area west of the Site building are part of Parcel 17-29-16-00000-240-0110 owned by Grow Financial Credit Union and an Off-Site Access Agreement will be required to access these monitoring well locations.

Subtask 3 – Semi-Annual Groundwater Monitoring This Subtask includes costs associated with annual groundwater monitoring activities tentatively scheduled for October/November 2022. Activities will be completed following receipt of the executed Access Agreements.

Groundwater levels will be collected from 22 monitoring wells in the Site-wide monitoring well network including 17 not sampled during the first say of field activities. Measurements will be collected over a 24- hour period to generate groundwater elevation contour maps to evaluate groundwater flow directions. Geosyntec has included effort to remove water from around and within the manhole prior to sampling at monitoring well MW001 due to the presence of standing water historically noted there.

Groundwater monitoring well samples will be collected from 9 monitoring wells.

MEMORANDUM

Former Trophy Cleaners September 27, 2022 Page Two

The samples will be stored on ice and shipped to the analytical laboratory under chain of custody for analysis under standard turnaround times.

Purge water generated during sampling activities will be containerized in one 55-gallon drum for transportation off site for disposal as non-hazardous waste. Geosyntec has assumed that no oversight is required for drum pickup.

Subtask 4 – Annual Groundwater Monitoring Report Geosyntec will prepare a Groundwater Monitoring Report documenting the results of the groundwater monitoring event. The report will contain tables summarizing field/laboratory groundwater data, figures showing groundwater flow direction(s), and a summary of the field activities completed. A final signed waste manifest for IDW transport and disposal will also be included in the Groundwater Monitoring Report. The report will be signed and sealed by a Florida licensed professional geologist or engineer.

Prior to field work, Geosyntec will obtain an updated Access Agreement from the current real property owner of the Former Trophy Cleaners (ERIC_5301) site.

The DEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $10,245.44 with 72 labor hours.

Geosyntec may invoice following the schedule established in the Deliverables and Invoice Schedule Attachment, which accompanies the Task Assignment Notification Form.

Mr. Evan Miller Florida Department of Environmental Protection 2600 Blair Stone Road Tallahassee, FL 32399-2400

Subject: Scope of Work and CEF/LOE – Annual Groundwater Monitoring Former Trophy Cleaners 2790A Gulf to Bay Boulevard Clearwater, Pinellas County, Florida FDEP Facility ID ERIC_5301

Dear Mr. Miller, Geosyntec Consultants, Inc. (Geosyntec) has prepared this statement of work (SOW), Cost Estimate Form (CEF), and Level of Effort (LOE) for annual groundwater monitoring activities at the Former Trophy Cleaners Site (Site) located in Clearwater, Florida. A copy of the CEF and LOE is provided as Attachment A. Assessment activities proposed in this SOW are consistent with recommendations provided in the December 2021 Annual Groundwater Monitoring Report approved by the Florida Department of Environmental Protection on 21 February 2022.

Subtask 1 – Project Management

Subtask 2 – Site Access Agreements

As part of SOW/LOE preparation, access agreements were evaluated to determine (i) what agreements are in place and (ii) that the existing owners associated with each agreement are current. On 8 September 2022, Geosyntec confirmed that the following access agreements are in place and applicable to this scope:

Agreement with Dr. Herbert E. and Jane B. Wollowick for the property located at 2779 Gulf to Bay Blvd (Parcel ID 17-29-16-03006-000-0203) executed on 10 November 2008.

This is not the Site property and is located south of the Site and Gulf to Bay Blvd.

According to the Pinellas County Property Appraiser’s website, the Site property (Parcel 17-29- 16-00000-240-0200) was sold in August 2013 and a new Access Agreement will be required.

Additionally, the monitoring wells located in the grassy area west of the Site building are part of Parcel 17-29-16-00000-240-0110 owned by Grow Financial Credit Union and an Off-Site Access Agreement will be required to access these monitoring well locations. Subtask 2 includes effort to coordinate and obtained signed access agreements for the two referenced properties.

Subtask 3 – Semi-Annual Groundwater Monitoring

This Subtask includes costs associated with annual groundwater monitoring activities tentatively scheduled for October/November 2022. Activities will be completed following receipt of the executed Access Agreements.

Groundwater levels will be collected from 22 monitoring wells in the Site-wide monitoring well network (MW001 through MW004, MW008, MW009, and MW016 through MW031), including 17 not sampled during the first say of field activities. Measurements will be collected over a 24-hour period to generate groundwater elevation contour maps to evaluate groundwater flow directions. Due to the presence of standing water historically noted at monitoring well MW001 (located in a drainage ditch next to Gulf to Bay Boulevard), we have included effort to remove water from around and within the manhole prior to sampling.

Groundwater monitoring well samples will be collected from 9 monitoring wells (MW001, MW008, MW018, MW019, MW024, MW026, MW027, MW028, and MW031). Groundwater samples will be collected in accordance with FDEP Standard Operating Procedures and submitted for laboratory analysis of volatile organic halocarbons by Environmental Protection Agency Method 8260B. The samples will be stored on ice and shipped to the analytical laboratory under chain of custody for analysis under standard turnaround times.

Purge water generated during sampling activities will be containerized in one 55-gallon drum for transportation off site for disposal as non-hazardous waste. Bid costs prepared by the waste disposal companies are summarized in the following table and included in Attachment B. Based on the bids, Geosyntec recommends selecting Erwin Remediation to haul and dispose of IDW generated during monitoring activities. We have assumed no oversight is required for drum pickup.

IDW Disposal

Disposal Company Non-Hazardous Water

(Per 55-gal. drum)

Clark Environmental $140

Erwin Remediation $110

Universal Environmental Solutions $125

An updated Notice of Contamination Beyond Property Boundaries may be required for the Site, as the previous Notice was prepared in 2010. Geosyntec will provide a copy of the laboratory analytical report to FDEP upon receipt with a recommendation. Should the results of the 2022 groundwater monitoring activities warrant an update, Geosyntec will submit a Work Change Directive and/or Task Assignment Change Order to prepare this update.

Subtask 4 – Annual Groundwater Monitoring Report

Geosyntec will prepare a Groundwater Monitoring Report documenting the results of the groundwater monitoring event. The report will contain tables summarizing field/laboratory groundwater data, figures showing groundwater flow direction(s), and a summary of the field activities completed. A final signed waste manifest for IDW transport and disposal will also be included in the Groundwater Monitoring Report. The report will be signed and sealed by a Florida-licensed professional geologist or engineer.

Effort in this Subtask also includes the expected effort needed to use the ADaPT files to quality control the groundwater sampling laboratory results (anticipated 1 lab report). Additionally, effort has been included to discuss conditional closure options with the Site owner prior to report submittal.
