Ms. Sarah Aduwa Florida Department of Environmental Protection 2600 Blair Stone Road Tallahassee, FL 32399-2400

Subject: 2024 Annual Groundwater Monitoring Scope of Work/Level of Effort Vogue Cleaners 1839 Thomasville Road Tallahassee, Leon County, Florida

ERIC_4864

Dear Ms. Aduwa, Geosyntec Consultants has prepared this scope of work (SOW) and proposed Level of Effort (LOE) for conducting annual groundwater monitoring activities at the Vogue Cleaners (Site) (Facility ID ERIC_4864) located in Tallahassee, Florida. The objective of this monitoring event is to evaluate the stability of the dissolved volatile organic halocarbon (VOH) plume and the aquifer’s response to source removal activities. This SOW and LOE includes:

Subtask 1 – Project Management

Nick Barnes will serve as the Geosyntec project manager, and his hours are directly computed in the LOE/CEF.

Subtask 2 – Annual Groundwater Monitoring Activities

This subtask includes costs associated with annual groundwater monitoring following completion of the ISR activities in November 2021. The scope of work, as recommended in the 2023 Groundwater Monitoring Report, will be limited to sampling of 14 monitoring wells using a bladder pump in general accordance with FDEP Standard Operating Procedures (SOPs) for Groundwater Sampling, FS2200. The monitoring wells to be sampled include MW002, MW004, MW007, MW023, MW027, MW028, MW032, MW033, MW035, MW036, MW041, MW-41, MW-52, and MW-56 (Attachment A).

Collected groundwater samples will be submitted to a fixed-based National Environmental Laboratory Accreditation Program (NELAP) accredited laboratory, for analysis of VOHs by EPA Method 8260. Prior to groundwater sampling, Geosyntec will collect water level measurements from the selected monitoring wells to evaluate groundwater flow conditions at the Site.

Ms. Sarah Aduwa 26 June 2024

Subtask 3 – IDW Management

Purge water generated during groundwater sampling activities will be containerized in a 55-gallon steel drum that will be staged on-Site. IDW samples will be collected for characterization of volatile organic compounds (VOCs) and RCRA 8 Metals via the toxicity characteristic leaching procedure (TCLP). Bid costs prepared by the waste disposal companies are attached (Attachment B). Based on the bids, Geosyntec recommends selecting Erwin Remediation Environmental Services to haul and dispose of IDW.

Subtask 4 – Groundwater Monitoring Report

This subtask includes costs associated with preparation of an annual groundwater monitoring report that will be signed and sealed by a licensed Florida engineer or geologist. The groundwater monitoring report will document the annual sampling activities and analytical results while providing conclusions and a recommended path forward.

Invoice and Deliverable Schedule:

Geosyntec proposed the following deliverable schedule:

Subtask Deliverable Deliverable Due Date

Invoice Amount

1-4 Submittal of Annual GMR and final IDW

Manifest 28 October 2024 $13,787.59

Geosyntec appreciates the opportunity to assist with this project. Please let us know if you have any questions upon your review.
