HW683 DC012A

This Task Assignment authorizes Geosyntec to conduct annual groundwater monitoring.

Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2 – Groundwater Sampling Groundwater levels will be collected from the site-wide monitoring well network consisting of 35 monitoring wells. Measurements will be collected over a 24-hour period to generate groundwater elevation contour maps to evaluate groundwater flow directions in the upper surficial (screened less than 30 ft BLS), lower surficial (screened between 47 to 55 ft BLS), and intermediate aquifers (screened between 63 to 75 ft BLS). While MW018 was not located in May 2021 due to overgrown vegetation, Geosyntec personnel will attempt to locate the monitoring well for inspection. Purge water generated during sampling activities will be containerized in one 55-gallon drum. A composite sample will be collected from the drum to characterize the groundwater IDW for VOHs by EPA Method 8260B to confirm non-hazardous disposal of the purge water.

Subtask 3 – Groundwater Monitoring Report Geosyntec will prepare a Groundwater Monitoring Report documenting the results of the depth to groundwater measurements and annual groundwater monitoring event. The report will contain tables summarizing field/laboratory groundwater data, figures showing groundwater flow direction(s), and a summary of the groundwater monitoring event. Geosyntec will also compare the treatment intervals proposed in the January 2022 RAP Modification – Revision 2 to the groundwater results to confirm the bioremediation design.

The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $15,115.22 with 104 labor hours.

Geosyntec may invoice following the schedule established in the Deliverables and Invoice Schedule Attachment, which accompanies the Task Assignment Notification Form.

Contemporary Cleaners (ERIC_4970)_HW683 SOW_Annual GW Monitoring_2022-04_Rev1

15 April 2022

Mr. Evan Miller Florida Department of Environmental Protection 2600 Blair Stone Road, MS 4520 Tallahassee, FL 32399-2400

Subject: Scope of Work and CEF/LOE – Annual Groundwater Monitoring Former Contemporary Cleaners 4882 South Kirkman Road Orlando, Florida 32811 FDEP Facility ID No. ERIC_4970

Dear Mr. Miller:

Geosyntec has prepared the following scope of work (SOW), Cost Estimating Form (CEF), and Level of Effort (LOE) for annual groundwater monitoring at the Former Contemporary Cleaners (Site) located in Orlando, Florida. This scope will include groundwater assessment activities to satisfy the 270-day groundwater data requirement (as outlined in Chapter 62-780, Florida Administrative Code) for the Florida Department of Environmental Projection’s (FDEP’s) approval of the Remedial Action Plan Modification – Revision 2 submitted on 28 January 2022.

A copy of the CEF and LOE is provided as Attachment A.

Subtask 1 – Project Management

Subtask 2 – Groundwater Sampling

This subtask includes costs associated with monitoring well sampling activities. Groundwater levels will be collected from the site-wide monitoring well network consisting of 35 monitoring wells. A depth to groundwater measurement was unable to be collected from MW024 by Geosyntec staff in February 2020 or May 2021 (date of the previous two monitoring events), so this well has been removed from the proposed depth-to-water measurement list. While MW018 was not located in May 2021 due to overgrown vegetation, Geosyntec personnel will attempt to locate the monitoring well for inspection.

Groundwater levels will be collected from the monitoring wells listed on the next page.

Contemporary Cleaners (ERIC_4970)_HW683 SOW_Annual GW Monitoring_2022-04_Rev1

Historically, a combination of passive diffusion bag (PDBs) sampling and conventional low-flow sampling has been performed during the NAM events since the well diameters range between 0.5 and 2 inches. PDBs were not re-deployed in 2020 and low-flow sampling (peristaltic pump assumed based on previous events) will be continued at each of the monitoring wells.

Groundwater samples will be submitted to a fixed base laboratory for analysis for volatile organic halogens (VOHs) by Environmental Protection Agency (EPA) Method 8260B.

Purge water generated during sampling activities will be containerized in one 55-gallon drum. A composite sample will be collected from the drum to characterize the groundwater IDW for VOHs by EPA Method 8260B to confirm non-hazardous disposal of the purge water. Erwin Remediation provides the lowest unit rate cost among the three subcontractors evaluated for transportation and disposal of non-hazardous liquid waste (Attachment B).

Subtask 3 – Groundwater Monitoring Report

Geosyntec will prepare a Groundwater Monitoring Report documenting the results of the depth to groundwater measurements and annual groundwater monitoring event. The report will be signed and sealed by a Florida-licensed professional engineer. Effort included in this subtask also includes time to evaluate the remedial approach with FDEP based on the sampling results and the expected effort needed to provide FDEP with updated ADaPT and GIS data tables consisting of groundwater elevation measurements and groundwater sampling laboratory results. A final signed waste manifest for IDW transport and disposal will also be included in the Groundwater Monitoring Report.
