HW683 DC011A

This Task Assignment authorizes Geosyntec to prepare an Interim Source Removal (ISR) Work Plan.

Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2 – ISR Work Plan Geosyntec anticipates that the ISR Work Plan will detail a soil vapor extraction (SVE) system to treat soils from 0 to 3 feet (ft) below land surface (BLS) identified in the Remedial Alternatives Evaluation Report prepared in August 2020. The ISR Work Plan will contain, but is not limited to, the following: results of soil assessment activities completed at the Site and the proposed SVE well layout (including the reuse of existing modified active gas sampling [MAGS] wells), conveyance piping layout, construction, and operation and maintenance (O&M) details (including a process and instrumentation diagram, well details, electrical connection to the system, and trenching cross section details). This ISR Work Plan will also include an engineering cost estimate for implementation and O&M.

Subtask 3 – Bid Documents and Technical Specifications Geosyntec will develop and prepare Bid Documents necessary to obtain Contractor costs to implement the ISR at the Site. The Bid Documents will include the specifications necessary for potential Contractors (i.e., bidders) to provide a cost to permit, mobilize, and prepare the Site for construction; complete trenching, backfilling, and install the treatment system; and perform Site restoration activities.

Subtask 4 – Bid Walk and Evaluation Geosyntec will develop a list of up to three qualified SVE Contractors for invitation to the Site to participate in a bid walk. Prior to scheduling the Site visit, Geosyntec will send interested Contractors copies of the ISR Work Plan and bid specifications approved by FDEP. Geosyntec will coordinate the visit with the Site property management company and current building tenant(s), and will conduct a 1-hour pre-call with both to conduct an overview of the ISR Work Plan and allow the property

MEMORANDUM

Mr. Evan Miller Florida Department of Environmental Protection 2600 Blair Stone Road Tallahassee, FL 32399-2400

Subject: Scope of Work and CEF/LOE – Interim Source Removal Work Plan

Scott’s Custom Cleaners, Inc.

2454 McMullen Booth Road, Suite 205 Clearwater, Florida 33759 FDEP Site ID No. ERIC_5307

Dear Mr. Miller:

Geosyntec Consultants, Inc. (Geosyntec) has prepared this proposed Scope of Work (SOW) and Level of Effort (LOE) for remediation activities at the Scott’s Custom Cleaners, Inc. Site located in Clearwater, Florida (ERIC_5307). This SOW includes (i) preparing an Interim Source Removal (ISR) Work Plan, (ii) preparing Bid Documents, and (iii) soliciting bids from qualified Contractors and evaluating the Contractor bids for selection. A description of task breakdown for field activities and deliverable preparation is provided below.

Subtask 1 – Project Management

Subtask 2 – ISR Work Plan

This subtask includes costs associated with the preparation of an ISR Work Plan pursuant to Chapter 62-780.525, Florida Administrative Code to address vadose zone soil impacts at the Site under Suite 205, currently Acqua Alta Ristorante (an active restaurant). Specifically, Geosyntec anticipates that the ISR Work Plan will detail a soil vapor extraction (SVE) system to treat soils from 0 to 3 feet (ft) below land surface (BLS) identified in the Remedial Alternatives Evaluation Report prepared in August 2020. This ISR Work Plan will also include an engineering cost estimate for implementation and O&M.

http://www.geosyntec.com/

To support the preparation of the ISR Work Plan, Geosyntec will communicate with the Site property management company (currently Newmark) to discuss the design plan and coordinate logistics for a Site visit with the property management company and existing tenant(s). The objectives of the Site visit are to evaluate interior access for construction activities, such as trenching for subgrade conveyance piping runs or the use of above grade conveyance piping runs vertically through the building and onto the roof (or both); document current Site conditions;

discuss access and logistics (especially operational hours for the active restaurant versus working hours for system implementation) with the Site property management company and building tenant(s); determine a location for the system compound; and evaluate the presence of overhead and underground utilities. Due to the complexity of the Site footprint, challenges with implementation of the system in an active restaurant, and previous sensitivities in working within Suite 205, James Mills (project manager) and Joseph Bartlett (Engineer of Record) will conduct the Site visit. Effort has been included for Geosyntec to communicate with the property management company and existing tenant(s) before and after the Site walk to ensure the proposed design is appropriate (assumed two, 1-hour teleconferences with James Mills and Joseph Bartlett).

Prior to submittal of the ISR Work Plan, Geosyntec will provide the Florida Department of Environmental Protection (FDEP) with a photo log documenting existing Site conditions and a copy of notes and/or meeting minutes from discussions with the Site property management company and building tenant(s) that culminates in an acceptable conceptual design. The conceptual design will be discussed with the FDEP during a 1-hour teleconference to facilitate the SVE design and minimize FDEP comments.

Subtask 3 – Bid Documents and Technical Specifications

After FDEP’s approval of the ISR Work Plan, Geosyntec will develop and prepare Bid Documents necessary to obtain Contractor costs to implement the ISR at the Site. The Bid Documents will include the specifications necessary for potential Contractors (i.e., bidders) to provide a cost to permit, mobilize, and prepare the Site for construction; complete trenching, backfilling, and install the treatment system; and perform Site restoration activities.

The Bid Documents will include, but not be limited to, the following:

• Instructions for Bidders;

• Request for Bids on the Scope of Work;

• Construction Drawings;

• Technical Specifications; and

• Bid Proposal Form.

The Bid Documents and Technical Specifications section will include, but not be limited to, the following:

• Summary of work;

• Description of Site conditions, access constraints, overhead and subsurface utilities, historical soil data, etc.;

• Permitting (local, state, federal);

• Safety, health, and emergency response requirements;

• Site preparation and pre-mobilization activities (e.g., subsurface utility locating);

• Requirements for protection of existing structures, as applicable;

• Trenching locations and specifications;

• Conveyance piping and connection specifications;

• Backfill specifications;

• Electrical connection requirements and electrical subcontractor costs;

• Telemetry system connection and operational requirements;

• Waste profiling, manifesting, transportation, and disposal requirements; and

• Site restoration, and demobilization requirements.

Subtask 4 – Bid Walk and Evaluation

Following FDEP’s review and approval of the Bid Documents and Technical Specifications, Geosyntec will develop a list of up to three qualified SVE Contractors for invitation to the Site to participate in a bid walk. Prior to scheduling the Site visit, Geosyntec will send interested Contractors copies of the ISR Work Plan and bid specifications approved by FDEP. Geosyntec will coordinate the visit with the Site property management company and current building tenant(s), and will conduct a 1-hour pre-call with both to conduct an overview of the ISR Work Plan and allow the property management company and building tenant(s) to provide input on logistics, layout changes (if Site conditions differ from those at the time of the ISR Work Plan), and how to minimize disruptions to facility operations. This information will allow for the Site visit to run smoothly and provide the best opportunity for setting clear expectations for the Contractors. No additional labor has been included to address requests or changes from the discussions with the property management company and current building tenant(s) during the ISR Work Plan preparation.

The Site visit will be attended by James Mills (project manager) and Olivia Cain (Engineer) with support from Joe Bartlett (Engineer of Record). Geosyntec will provide a copy of notes and/or meeting minutes from discussions with the Site property management company and building tenant(s).

Geosyntec will respond to requests for additional information (RAIs) submitted by Contractors following the Site visit. Geosyntec will review Contractor bids and evaluate costs and approaches to identify the best value to FDEP. Geosyntec will submit a package containing the Contractor bids, RAIs, bid evaluation, and our recommendation for Contactor selection to FDEP to serve as the deliverable for this Subtask. We anticipate implementation of the ISR will be performed under a separate Task Assignment.
