Subtask 2, 3 – Groundwater Monitoring and Reporting This subtask includes costs associated with annual groundwater monitoring activities tentatively scheduled for March 2025. Groundwater levels will be collected from 19 monitoring wells at the site and adjacent off-site parcels. Measurements will be collected over a 24-hour period to generate groundwater elevation contour maps to evaluate groundwater flow directions. Groundwater samples will be collected from five monitoring wells on the off-site parcel (MW002, MW006, MW010, MW011, MW016) in general accordance with FDEP’s Standard Operating Procedures and will be submitted for laboratory analysis of VOHs by Environmental Protection Agency Method 8260B.
Geosyntec will prepare one interim field deliverable that includes groundwater sampling field forms, laboratory analytical results, updated Mann-Kendall statistical analyses, four updated tables summarizing field and laboratory data etc. Based on FDEP’s review of the interim field deliverable and recommendations, Geosyntec may submit a change order to prepare a final report for this event or a Site Rehabilitation Completion Report.
The FDEP Project Manager agrees to the scope of work and final cost associated with this Task assigner. The final cost is $7,100.23 with 40 labor hours.

Subject: Scope of Work and Cost Estimate Form/Level of Effort Groundwater Monitoring - 2025
Walker Plaza 603 – 617 North Maryland Avenue Plant City, Hillsborough County, Florida
FDEP Facility ID ERIC_4783
Dear Ms. Aduwa:
Geosyntec Consultants, Inc. (Geosyntec) has prepared this Scope of Work (SOW) and Cost Estimate Form/Level of Effort (Attachment A) for semi-annual monitoring of volatile organic halocarbons (VOHs) at the Walker Plaza site (herein, the “Site”; Facility ID ERIC_4783) located in Plant City, Florida. Monitoring of VOHs proposed in this SOW is consistent with recommendations provided in the Groundwater Monitoring Report (Report) dated July 2024 and approved by the Florida Department of Environmental Protection (FDEP) on 12 August 2024 and additional discussion with FDEP on 23 September 2024. The closure strategy for this Site includes demonstrating stable and shrinking conditions within the groundwater plume and using a non-recorded institutional control for groundwater through the Southwest Florida Water Management District pursuant to conditional closure via Risk Management Option III.
Geosyntec confirmed that Site Access Agreements were executed by Ms. Karen Davis on 27 April 2022 as the property owner of Walker Plaza (ERIC_4783) located at the above address and by David Ligon on 30 October 2018 as the property owner of the parcel adjacent to Walker Plaza located at 1502 East Baker Street, Plant City, FL.
Subtask 1 – Project Management
James Mills, P.E. will serve as Project Manager for the proposed SOW. Costs associated with this subtask are directly computed.
Subtask 2 – Groundwater Sampling
This subtask includes costs associated with groundwater monitoring activities tentatively scheduled for March 2025. The former dry cleaning activities in the Walker Plaza center occurred in suites now occupied by a laundromat and grocery store (Felton’s Market), each of which requires more than typical coordination and planning, especially inside Felton’s Market since wells are located in aisles and other busy areas. As recommended in the 2024 Report, Geosyntec will collect depth-to-groundwater measurements from 19 accessible monitoring wells at the Site and adjacent off-Site parcel and groundwater samples from five monitoring wells on the off-Site parcel (MW002, MW006, MW010, MW011, and MW016; see Figure 1).
Groundwater samples will be collected in general accordance with FDEP’s Standard Operating Procedures and will be submitted for laboratory analysis of VOHs by Environmental Protection Agency Method 8260B. Geosyntec will containerize the purge water in a 55-gallon steel drum and one investigative derived waste (IDW) characterization sample will be collected from the drum for analysis of VOHs. Geosyntec has assumed that this subtask can be completed by one field staff in two field days including round trip travel.
Geosyntec will prepare one interim field deliverable that includes groundwater sampling field forms, laboratory analytical results, updated Mann-Kendall statistical analyses, four updated tables summarizing field and laboratory data (DTW measurements, geochemical field parameters, groundwater analytical results for VOHs, and Mann-Kendall trend summary), one updated figure summarizing the surficial aquifer VOH analytical results, and an abbreviated conclusions and recommendations section based on limited data evaluation. Based on FDEP’s review of the interim field deliverable and recommendations, Geosyntec may submit a change order to prepare a final report for this event or a Site Rehabilitation Completion Report.
Subtask 3 – IDW Management
This subtask includes costs associated with the transportation and disposal of IDW generated during groundwater sampling activities. Geosyntec will containerize purge water in one 55-gallon steel drum, which will be labelled, covered with plastic, and wrapped in orange construction fencing. The drum will be transported off-Site and disposed of under the existing non-hazardous waste profile by Erwin Remediation, Inc. Based on per- and polyfluoroalkyl substances (PFAS) screening completed as part of Task Assignment HW013A, it is assumed that the drum will need to be disposed of as PFAS-impacted waste. Quotes for the transportation and disposal of IDW are included as Attachment B. Erwin Remediation, Inc.
remains the lowest cost provider. It is assumed that oversight of the IDW pickup will not be required. Geosyntec will submit the final waste manifest to FDEP via email upon receipt from the waste hauler.
Invoice and Deliverable Schedule:
Note that this schedule reflects three weeks for FDEP review of the SOW by 7 February 2025.
Geosyntec requests the following schedule of deliverables and invoices:
Subtask Deliverable Deliverable Date Invoice Amount
Submittal of groundwater sampling interim field deliverable 11 April 2025 $ 6,107.25
1, 3 Submittal of final IDW manifest via email 4 April 2025 $ 992.98
TOTAL $ 7,100.23
As always, it is a pleasure to work with the FDEP. Please contact James Mills at 813.379.4389 if you have any questions or require additional information.
Sincerely, James C. Mills, P.E.
