About this file

This document is a Task Assignment (TA) issued by the State of Florida Department of Environmental Protection (FDEP) to Geosyntec Consultants, Inc. for environmental monitoring services at the Classic Cleaners site in Stuart, Martin County, Florida. The TA is executed under Contract Number HW683 and is identified as TA Number DC004D, effective through October 18, 2024. The project is associated with ERIC 4929 and involves coordination between FDEP Project Manager Sarah Aduwa and Geosyntec's Project Manager Tori Hood.

The scope of work consists of three subtasks: project management, annual Natural Attenuation Monitoring (NAM) groundwater sampling at four monitoring wells (MW001, MW002, MW006, and MW007), and preparation of a NAM report with Investigation Derived Waste (IDW) management. Geosyntec will measure water levels at ten site monitoring wells to evaluate groundwater flow direction, containerize purge water in one 55-gallon drum, and prepare a comprehensive report including field and laboratory data summaries, groundwater flow figures, and a signed waste manifest. The total contract value is $8,725.86 on a fixed unit rate basis, consisting of 56 labor hours distributed across project management, field sampling, and reporting activities. The primary deliverable—an Annual NAM Report and IDW manifest—is due September 18, 2024. IDW disposal has been subcontracted to Erwin Remediation at $195.00 per drum. No funding information is specified beyond the total project cost, and no option periods or renewals are identified in the TA.

Subject: Scope of Work and Level of Effort Annual NAM Groundwater Sampling Classic Cleaners (ERIC_4929) 3307 SE Federal Highway Stuart, Martin County, Florida 34997

Dear Ms. Aduwa:

Geosyntec Consultants, Inc. (Geosyntec) has prepared this Scope of Work (SOW) and proposed Level of Effort (LOE) for annual Natural Attenuation Monitoring (NAM) at the Classic Cleaners (Site) (ERIC_4929) located in Stuart, Florida.

On 31 May 2024, Geosyntec confirmed the Site property is still owned by Indian Street Shoppes, LLC, with whom the existing site access agreement was executed on March 24, 2016.

SCOPE OF WORK

Subtask 1 – Project Management

Tori Hood will serve as the Project Manager for the proposed SOW. Costs associated with this subtask are directly computed.

Subtask 2 – Annual NAM Sampling

This subtask includes labor and expenses to conduct the following:

• Geosyntec will notify the owner/tenant of scheduled groundwater sampling activities.

• Geosyntec will mobilize to the Site to conduct annual NAM groundwater monitoring of four (4) monitoring wells: MW001, MW002, MW006, and MW007 (figure attached).

These monitoring wells were recommended in the 2023 Annual NAM Report.

Classic Cleaners – 2024 Annual NAM 5 June 2024

/Classic Cleaners_SOW_Annual NAM 2024 o MW001 is adjacent to the former drycleaning machine and had a tetrachloroethene (PCE) groundwater cleanup target level (GCTL) exceedance in July 2023.

o Exceedances of the GCTL for PCE and trichloroethene (TCE) were detected in MW002 in June 2022 o MW006 is a downgradient monitoring well that has not had volatile organic compounds (VOHs) above GCTLs since September 2020.

o Exceedances of GCTLs for PCE and TCE were detected in MW007 in July 2023.

o Field personnel will measure water levels in 10 site monitoring wells to evaluate groundwater flow direction.

Subtask 3: Investigation Derived Waste (IDW) Management & Annual NAM Report

Purge water generated during sampling activities will be containerized in one (1) 55-gallon drum.

It is assumed that the monitoring well analytical data can be used for waste profiling and an investigation derived waste (IDW) sample will not be required.

Based on the cost estimates provided in Attachment A for IDW disposal, Geosyntec has selected Erwin Remediation as the most cost-effective transporter and disposal option. We have assumed oversight for drum pickup will not be required.

Company Non-Hazardous PFAS Impacted Water (per 55-gal drum)

EnviroServe $242.50

Erwin $195.00

Hull $1,200.00

Geosyntec will prepare a Natural Attenuation Monitoring Report documenting the results of the NAM event. The report will contain tables summarizing field/laboratory groundwater data, figures showing groundwater flow direction(s), and a summary of the field activities completed. A final signed waste manifest for IDW transport and disposal will also be included in the NAM Report.

The report will be signed and sealed by a Florida-licensed professional geologist or engineer. Additionally, effort has been included to discuss conditional closure options with the Site owner prior to report submittal.
