Subject: 6 Months O&M/Year 3 - Soil Vapor Extraction System Super Drycleaner 5702 Lake Worth Road #6 Greenacres, Palm Beach County, Florida 33463 FDEP Facility ID NO. ERIC_5142 FDEP Task Assignment No. DC003C (pending)

Dear Brittany:

Geosyntec Consultants, Inc. (Geosyntec) has prepared this Statement of Work (SOW) and Level of Effort (LOE) for six months (February 2023 through July 2023) of operations and maintenance (O&M) of the soil vapor extraction (SVE) system at Super Drycleaner (Site) (Facility ID- ERIC 5142) located in Greenacres, Florida. The SVE system startup occurred 26 through 28 October 2020. Bump tests were performed in November 2021, May 2022, and November 2022 to evaluate the rebound of volatile organic halocarbons (VOHs) in the SVE influent and the individual VEWs.

The results of the 2021 and 2022 bump tests indicate residual vadose zone mass is present in the vicinity of VEW-3. The SOW includes installation of a timer to cycle the SVE system on/off daily as an optimization step to liberate residual VOHs from the vadose zone. Geosyntec and the FDEP confirmed on 30 June 2022, that an Access Agreement with the current real property owner of the Super Drycleaner (ERIC_5142) Site has been executed.

This LOE is subdivided into subtasks for quarter 2 of Year 3 and quarter 3 of Year 3 since quarter 1 of Year 3 was performed under DC003B. The major scope elements are outlined below as they will pertain to multiple subtasks in some cases. Each subtask will be outlined separately thereafter.

Super Drycleaner – 6 Months O&M Year 3 O&M LOE

SCOPE OF WORK ELEMENTS

Monthly SVE System O&M Tasks

Geosyntec personnel will conduct 6 monthly O&M visits to the Site beginning in February 2023.

During each O&M visit, Geosyntec personnel will perform the following tasks:

• record vacuum, pressure, and temperature readings at the SVE blower;

• record air flow rates at the blower and three vapor extraction wells (VEWs);

• record vacuum readings at the three VEWs, VMP001, VMP005, VMP006, VMP007, and

MW006;

• drain fluids accumulated in the moisture separator and disposing of fluids in a 55-gallon drum as investigation derived waste (IDW) and collecting a VOC sample for waste characterization;

• collect groundwater level measurements from monitoring wells MW001 through

MW007;

• perform required air sampling;

• perform required groundwater sampling;

• inspect and clean the equipment compound; and

• perform periodic equipment maintenance activities recommended by equipment manufacturers.

The results of the monthly system O&M activities will be documented in a site-specific O&M log, which will be submitted to the FDEP with the monthly O&M summary emails.

Timer Installation and Bump Test

Gesoyntec requested a quote from the SVE System manufacturer (Product Recovery Management, Inc. [PRM]) to install a timer to the SVE system which allows for daily on-off cycling of the system. Geosyntec recommends PRM install the timer due to their familiarity with the system programming. Based on the provided estimate, the cost to install the timer is $535 (Attachment A).

After 3 months of daily cycling (e.g May or June 2023), a bump test will be conducted to evaluate the rebound of VOHs in the SVE influent and the individual VEWs. This bump test will be performed similarly to the previous bump tests and will consist of collecting air samples from VEW-1 through VEW-3 and the influent prior to shutting down the system. After a shutdown period of approximately 30 days, air samples will be collected from VEW-1 through VEW-3 and the influent upon system startup. Air samples will be collected with summa canisters and analyzed at a fixed-base laboratory for VOHs by EPA Method TO-15. The results of the bump test will be provided in the monthly summary emails.

IDW Generation and Management

Investigative Derived Waste (IDW) is not anticipated to be generated during Year 3 Quarter 2 O&M activities or Year 3 Quarter 3 O&M activities, therefore costs for IDW are not included in this LOE. If IDW is generated, Geosyntec will submit a work change directive (WCD).

Air sampling

An influent air sample will be collected during Year 3 Quarter 2 (April 2023) and during Year 3 Quarter 3 (July 2023). Air samples will be collected with summa canisters and analyzed at a fixed-base laboratory for VOHs by EPA Method TO-15.

Reporting

A Semi-annual O&M Report (following Month 30 [April 2022]) and monthly email summaries will be prepared to document the results of O&M activities. The O&M report will include, at a minimum, the following:

• summary of the timer switch installation and programming

• results of laboratory analyses of air samples (tabular and graphical form);

• O&M activities performed during the reporting period;

• the calculated mass of PCE (and daughter products, if detected) removed by the SVE system during the reporting period, and cumulative total removed since startup;

• the SVE system hours of operation during the reporting period;

• information regarding the depth to groundwater;

• information regarding any repairs and/or modifications made to the SVE system;

• vacuum ROI data (tabular and illustrative form); and

• recommendations and conclusions pertaining to the continued operation and/or optimization of the SVE system.

Utilities

Monthly electrical utility bills have been estimated at $350 based on the previous year’s average monthly invoices from Florida Power & Light. Telemetry is currently provided by PRM and is available through 31 December 2022. An invoice from PRM for annual telemetry services from 1 January 2023 to 31 December 2023 was received. The cost of telemetry is $109.23 per month with taxes for a total of $1,310.75 (Attachment A). The utilities also include a $20 monthly processing fee for electrical service and a one-time monthly processing fee for annual telemetry.
