Dear Evan:
Geosyntec Consultants, Inc. (Geosyntec) has prepared this Statement of Work (SOW) and Level of Effort (LOE) for six months of operations and maintenance (O&M), from August 2022 through January 2023, of the soil vapor extraction (SVE) system at Super Drycleaner (Site) (Facility ID- ERIC 5142) located in Greenacres, Florida. The SVE system startup occurred 26 through 28 October 2020. Bump tests were performed in November 2021 and in May 2022 to evaluate if a rebound of volatile organic halocarbon (VOHs) would in the SVE influent or the individual VEWs.
Geosyntec and the FDEP confirmed on 30 June 2022, that an Access Agreement with the current real property owner of the Super Drycleaner (ERIC_5142) Site has been executed.
This LOE is subdivided into subtasks for quarter 4 for Year 2 and quarter 1 for Year 3 since quarter 3 of Year 2 was performed under DC003A. The major scope elements are outlined below as they will pertain to multiple subtasks in some cases. Each subtask will be outlined separately thereafter.

Super Drycleaner – 6 Months O&M Year 2/Year 3 O&M LOE
• record air flow rates at the blower and three vapor extraction wells (VEWs);
• record vacuum readings at the three VEWs, VMP001, VMP005, VMP006, VMP007, and
MW006;
• drain fluids accumulated in the moisture separator and disposing of fluids in a 55-gallon drum as investigation derived waste (IDW) and collecting a VOC sample for waste characterization;
• collect groundwater level measurements from monitoring wells MW001 through
MW007;
• perform required air sampling;
• perform required groundwater sampling;
• inspect and clean the equipment compound; and
• perform periodic equipment maintenance activities recommended by equipment manufacturers.
The results of the monthly system O&M activities will be documented in a site-specific O&M log, which will be submitted to the FDEP with the monthly O&M summary emails.
A third bump test will be conducted between the October 2022 and November 2022 O&M events (approximately 6 months following the completion of the second bump test). This third bump test will be performed similarly to the first bump test conducted in October to November 2021 and will consist of collecting air samples from VEW-1 through VEW-3 and the influent during the October 2022 O&M event prior to shutting down the system and upon system startup during the November 2022 O&M event. The results of the third bump test will be provided in the monthly summary emails.
Groundwater sampling
Monitoring wells MW004, MW005, and MW006 will be sampled annually (October 2022). Prior to collecting groundwater samples, depth to water measurements will be collected from MW001 through MW007. The groundwater samples will be analyzed by a FDOH NELAC certified laboratory for VOHs using EPA Method 8260. Results of the groundwater sampling events will be documented in the O&M report for the same reporting period.
IDW Generation and Management
One drum of groundwater IDW is assumed to be generated during annual monitoring well sampling and moisture collected in the moisture separator. IDW from groundwater monitoring well sampling has been previously characterized as non-hazardous waste. Cost estimates for IDW transport and disposal are included as Attachment A. Based on the provided estimates, Erwin Remediation has the lowest rates ($110/drum for non-hazardous disposal) and will be used to transport and dispose of IDW from the site. A VOH sample is required to establish a new profile with the vendor ($73/drum).
Air sampling
Air samples will be collected from the three VEWs (VEW-1 through VEW-3) and the influent during the October 2022 O&M event prior to system shutdown and in November 2022 upon system startup. An influent air sample will also be collected during Year 3 Quarter 1 (January 2023). Air samples will be collected with a summa canister and analyzed at a fixed-base laboratory for volatile organic hydrocarbons (VOHs) by EPA Method TO-15.
Reporting
An Annual O&M Report (following Month 24 [October 2022]) and monthly email summaries will be prepared to document the results of O&M activities. The O&M report will include, at a minimum, the following:
• results of laboratory analyses of air samples (tabular and graphical form);
• results of laboratory analyses of groundwater samples (tabular and illustrative form)
• O&M activities performed during the reporting period;
• the calculated mass of PCE (and daughter products, if detected) removed by the SVE system during the reporting period, and cumulative total removed since startup;
• the SVE system hours of operation during the reporting period;
• information regarding the depth to groundwater;
• information regarding any repairs and/or modifications made to the SVE system;
• vacuum ROI data (tabular and illustrative form); and
• recommendations and conclusions pertaining to the continued operation and/or optimization of the SVE system.
Utilities
Monthly electrical utility bills have been estimated at $350 based on the previous year’s average monthly invoices from Florida Power & Light. The utilities also include a $20 monthly processing fee for electrical service.
