Subject: 6 Months O&M/Year 2 - Soil Vapor Extraction System Super Drycleaner 5702 Lake Worth Road #6 Greenacres, Palm Beach County, Florida 33463 FDEP Facility ID NO. ERIC_5142 FDEP Task Assignment No. DC037F (pending)

Dear Evan:

Geosyntec Consultants, Inc. (Geosyntec) has prepared this Statement of Work (SOW) and Level of Effort (LOE) for six months of operations and maintenance (O&M) of the soil vapor extraction (SVE) system at Super Drycleaner (Site) (Facility ID- ERIC 5142) located in Greenacres, Florida.

The SVE system startup occurred 26 through 28 October 2020. A bump test was performed between October and November 2021 to evaluate if a rebound of volatile organic halocarbon (VOHs) would in the SVE influent.

This LOE is subdivided into subtasks for quarters 2 and 3 for Year 2 since quarter 1 of Year 2 was performed under DC037E. The major scope elements are outlined below as they will pertain to multiple subtasks in some cases. Each subtask will be outlined separately thereafter.

SCOPE OF WORK ELEMENTS

Monthly SVE System O&M Tasks

Geosyntec personnel will conduct 6 monthly O&M visits to the Site beginning in February 2022 and through July 2022. During each O&M visit, Geosyntec personnel will perform the following tasks:

• record vacuum, pressure, and temperature readings at the SVE blower;

• record air flow rates at the blower and three vapor extraction wells (VEWs);

Super Drycleaner – 6 Months O&M Year 2 O&M LOE

FR3170/SOW YEAR 2 O&M Super DC SOW Year2 OM_DC037F_rev2

• record vacuum readings at the three VEWs, VMP001, VMP005, VMP006, VMP007, and

MW006;

• drain fluids accumulated in the moisture separator and disposing of fluids in a 55-gallon drum as investigation derived waste (IDW) and collecting a VOC sample for waste characterization;

• collect groundwater level measurements in MW006;

• perform required air sampling;

• perform required groundwater sampling;

• inspect and clean the equipment compound; and

• perform periodic equipment maintenance activities recommended by equipment manufacturers.

The results of the monthly system O&M activities will be documented in a site-specific O&M log, which will be submitted to the FDEP with the monthly O&M summary emails.

A second bump test will be conducted between the April 2022 and May 2022 O&M events (approximately 6 months following the completion of the first bump test). This second bump test will be performed similarly to the first bump test conducted in October to November 2021 and will consist of collecting air samples from VEW-1 through VEW-3 and the combined influent during the April 2022 O&M event prior to shutting down the system. If a restart is determined to be performed, air samples from the VEWs (VEW-1 through VEW-3) and the combined influent will be collected during the May 2022 O&M event upon system startup. The results of the second bump test will be provided in the monthly summary emails.

IDW Generation and Management

Investigative Derived Waste (IDW) was not generated during Year 1 O&M activities, therefore costs for IDW is not included in this LOE. If IDW is generated during quarter 2, Geosyntec will submit a work change directive (WCD).

Air sampling

Air samples will be collected from the three VEWs (VEW-1 through VEW-3) and the combined influent during the April 2022 O&M event prior to system shutdown and in May 2022 upon system startup. Air samples from the influent stream only will be collected during quarter 3 (July 2022).

Air samples will be collected with a summa canister and analyzed at a fixed-base laboratory for volatile organic hydrocarbons (VOHs) by EPA Method TO-15.

Reporting

A Semi-Annual O&M Report (following Month 18 [April 2022]) and monthly email summaries will be prepared to document the results of O&M activities. The O&M report will include, at a minimum, the following:

• results of laboratory analyses of air samples (tabular and graphical form);

• O&M activities performed during the reporting period;

• the calculated mass of PCE (and daughter products, if detected) removed by the SVE system during the reporting period, and cumulative total removed since startup;

• the SVE system hours of operation during the reporting period;

• information regarding the depth to groundwater;

• information regarding any repairs and/or modifications made to the SVE system;

• vacuum ROI data (tabular and illustrated); and

• recommendations and conclusions pertaining to the continued operation and/or optimization of the SVE system.

Utilities

Monthly electrical utility bills have been estimated at $350 based on the previous year’s average monthly invoices from Florida Power & Light. Telemetry is currently provided by PRM and is available through 31 December 2021. An invoice from Product Recovery Management, Inc.

(PRM) for annual telemetry services from 1 January to 31 December 2022 was received. The cost of telemetry is $76.00 per month with taxes for a total of $975.84 (Attachment A). The utilities also include a $20 monthly processing fee for electrical service and a one-time monthly processing fee for annual telemetry.
