Subject: Proposal to Conduct a Site Investigation and Prepare a Site Inspection Report Former Daytona Plating and Polishing 1121B State Avenue, Holly Hill, Volusia County
EPA ID #: FLD984256974
Dear Ms. Crain and Mr. Smith:
Geosyntec has prepared this statement of work (SOW) and proposed level of effort (LOE) to conduct the site investigation fieldwork and prepare a Site Inspection Report for the Site. We have conducted an initial review of pertinent historical and recent documents and FDEP correspondence. Our investigation will focus on issues identified and summarized in the following document:
• FDEP Brownfields and CERCLA Screening Section - Preliminary Assessment (PA) - FDEP, 24 June 2020
• FDEP Site Specific Quality Assurance Project Plan, Former Daytona Plating and Polishing, FDEP/Geosyntec, 28 March 2022
Background
Based on the initial review of the document identified above and discussion with the FDEP, the site is situated just northeast of the intersection of LPGA Boulevard and State Avenue with an address of 1121B State Avenue, Holly Hill, FL (the “Site”). As described in FDEP’s PA Report, the site occupies 0.62 acres (27,062 ft2) and includes a warehouse building, reportedly built in 1984. The warehouse is a steel-frame metal building and is approximately 17,800 ft2. This site is zoned as part of the commercial corridor district, which includes general retail, wholesale commercial, light industrial, and limited residential uses. The site is situated on the east side of State Avenue, with LDF Service, a metal fabrication shop, directly to the south and Maple Leaf http://www.geosyntec.com/
5 April 2021 Former Daytona Plating and Polishing Site Investigation Proposal
Gardens, a mini condominium rental complex, directly to the north. To the east of the site behind the warehouse there is currently a bar/restaurant in operation (Drifters Route 1 Grill).
Daytona Plating and Polishing was a metal plating and finishing business, specializing in chrome plating that began operations at this site in 1993. The business changed ownership in 1998 and was ultimately dissolved in 1999. An FDEP site inspection in 1996 provided a few photos of the rinse baths and plating lines, but it is unclear where they were located on the Site. According to the Volusia County Revenue Division, a business tax receipt was issued to a tire shop at the site in 2002, but not in any subsequent years. The site is currently occupied by GolfHub, a facility that offers indoor golf lessons and golf club fittings, and a carpet storage company. GolfHub has been in business at this location since 2011.
On February 3, 1993, an application was received by the FDEP Hazardous Waste Management Program from Daytona Plating and Polishing for a Hazardous Waste ID number. The application identified the facility as a Small Quantity Generator (SQG), producing less than 100 kg/month of hazardous waste. The types of waste produced by the facility were listed on the application as including solvents used in degreasing such as trichloroethene (TCE), tetrachloroethene (PCE), 1, 1, 1-trichloroethane, xylene, acetone, toluene and benzene (Hazardous Waste Codes F001, F002, F003 and F005). On May 6, 1993, the Department issued a Facility ID number, noting the facility’s status as a “Conditionally Exempt Small Quantity Generator”.
On May 24, 1996, the Department received a citizen complaint indicating that the rinse bath wastewater was being discharged improperly into the sanitary sewer. The complainant indicated that the types of hazardous materials being discharged were chromium and acids.
On December 16, 1996, a Hazardous Waste Inspection was conducted at the site in response to the citizen complaint. The inspector noted the presence of chrome, nickel and gold plating lines for automotive and motorcycle parts. The PVC piping from the plating bath rinse tanks was found to lead to the sanitary sewer, which carries the wastewater to the Holly Hill Wastewater Treatment Plant. The inspector noted that the installation of an in-house treatment system was in progress.
The inspection also noted that free standing liquid was present in one of the floor sump areas. At the time of the inspection, the facility was instructed to immediately stop discharging to the sanitary sewer. On January 22, 1997, a letter was sent to the facility instructing them to test the rinse waters for total metals within thirty days.
On February 3, 1997, the Department issued a follow up letter to the facility giving more specific information regarding the sampling. The letter stated that the sampling must include an 8- or 12-hour composite sample of plating rinse water (depending on the length of work shifts) and that the test must include analyses for RCRA metals including Arsenic, Barium, Cadmium, Chromium, Lead, Mercury, Selenium and Silver. Analytical data from the sampling event was received by the Department on April 25, 1997. The lab data indicated detections of Copper (0.76 mg/L), Nickel (0.72 mg/L) and Chromium (0.79 mg/L). On May 7, 1997, the Department issued a letter stating that the facility was in compliance, noting that all constituents were below RCRA hazardous waste levels and Universal Treatment Standards. A follow up inspection was performed on July 24, 1997 and no RCRA violations were found.
On March 5, 1998, the Department received a Request for Status or Information Change from the new owner of Daytona Plating and Polishing. The request was submitted as a result of the change in ownership of the business. No other changes were made. The Department issued a letter to the new owner on July 30, 1998, confirming that they had processed and accepted the request.
The CERCLA Site Screening Section (CSSS) discovered this site while researching former metal plating facilities in October of 2016. Because there was a history of violations and no site assessment was performed, CSSS placed the site on its CERCLIS List to determine if the site warranted further investigation.
The FDEP requested that Geosyntec conduct a Site Inspection based on the recommendations of the FDEP PA report. Based on discussions with the FDEP, Geosyntec prepared a QAPP/Work Plan for the Site Investigation (submitted to the FDEP on March 28, 2022) and Geosyntec has prepared this proposal and scope of work to conduct a Site Investigation and prepare a Site Inspection (SI) Report.
Scope of Work
Subtask 1 – Project Management
Subtask 2 – Site Investigation Fieldwork
Soil Samples
The scope of work for conducting the site investigation will include advancing a total of 7 soil borings (SB-1 through SB-7) and collecting soil samples from 0 to 2 feet below land surface (ft BLS) and 2 to 4 ft BLS at each boring location. The soil samples will be advanced in the approximate areas shown on Figure 2 of the QAPP/Work Plan. Soil samples will be collected using direct push technology (DPT) or via hand auger, properly packaged in coolers, and sent to the FDEP laboratory in Tallahassee, FL for analysis for RCRC Metals by EPA Method 6020A, hexavalent chromium by EPA Method 7196, volatile organic compounds (VOCs) by EPA Method 8260D, and per-and polyfluoroalkyl substances (PFAS) using DEP SOP: LC-001-3.
Groundwater Samples
The scope of work for conducting the site investigation will include the installation and sampling of 5 groundwater monitoring wells (MW-1 through MW-5). The groundwater monitoring wells will be installed with a DPT drill rig equipped with a hollow stem auger in the approximate locations shown on Figure 2 of the QAPP/Work Plan. One monitoring well will be installed inside the warehouse building (MW-1), one to the north of the onsite warehouse building (MW- 2), one to the west of the building (MW-3), one to the south of the building (MW-4), and one on the eastern adjacent property (MW-5). Each of the monitoring wells will be constructed using 2-inch-diameter polyvinyl chloride (PVC), with 10 ft of 0.006-inch slotted screen, set to intersect the water table. A 30-65 grade sand filter pack will be installed to a height of 2 foot above the top of the screen through the hollow stem auger casing. The wells will be completed with a sand pack and then developed. Monitoring well depth will be determined from the site-specific conditions, but it is anticipated that each well will be installed to a depth of 15 feet BLS, depending on the depth to groundwater and soil conditions. The upper 5 feet of soil will be hand cleared for utilities using a post hole digger or hand auger during monitoring well construction. Development and purge water from the new monitoring wells will be discharged to ground surface and soil cuttings from drilling activities will be spread onsite.
We propose to install these as permanent wells and conduct groundwater sampling, obtaining water levels, and surveying the wells to a relative datum at the Site. An underground utility survey will be conducted prior to well installation. The top of casing elevations will be measured and depth to groundwater will be recorded. Groundwater samples will be collected from the five monitoring wells at least 24 hours after installation. The monitoring wells will be purged prior to groundwater sampling using a peristaltic pump until all field parameters have stabilized within the acceptable ranges as stated in the FDEP Standard Operating Procedures (SOPs) and turbidity is below 20 Nephelometric Turbidity Units (NTU). If the turbidity goal cannot be attained after 1 hour of purging, the well will be sampled if all other field parameters have stabilized. The appropriate number of duplicate samples and Quality Assurance/Quality Control (QA/QC) samples will be collected from the Site in accordance with Table 2 of the QAPP/Work Plan.
Groundwater samples will be collected, properly packaged in coolers, and sent to the FDEP laboratory in Tallahassee, FL for analysis for RCRC Metals by EPA Method 6020A, hexavalent chromium by EPA Method 7196, VOCs by EPA Method 8260D, and PFAS using DEP SOP: LC- 001-3.
We obtained 3 drilling quotes from Preferred Drilling Solutions (PDS), Earth Tech Drilling, and Groundwater Protection. We have attached the 3 drilling quotes with this proposal. The second lowest bid (PDS) will be used and the cost has been included in the level of effort spreadsheet.
The lowest bid (Groundwater Protection) will not be used because they do not have availability to meet our field schedule. We also received 3 bids for utility locate and the low bidder was GeoTek.
The low bidder (GeoTek) will be used and the cost has been included in the level of effort spreadsheet. The 3 utility locate quotes are included as an attachment as well.
Subtask 3 – Site Inspection Report
Based on the field data and analytical results, Geosyntec will prepare a SI report that includes a summary of the field work and analytical results. Soil and Groundwater analytical results will be compared to FDEP GCTLs for 62-777 F.A.C., February 2005 and MCLs per Chapter 62-550 F.A.C. The SI report will include analytical summary tables, groundwater elevations and flow map, summary of soil and groundwater analytical result figures, and a summary and conclusions section. The SI report will also include a discussion of data quality objectives that were included in Table 1 of the Work Plan/QAPP. Based on the field data and analytical results, Geosyntec will prepare a set of summary tables and figures that includes a summary of the field work and analytical results.
Schedule
Geosyntec proposes the following schedule for the scope of work describe above (if a TA is received by 8 April 2022:

RE: Utility Locating Services – Daytona Plating and Polishing, Daytona Beach, FL
Mr. Galvin, GeoTek Services is pleased to respond to your request for Utility Locating services at 1121B State Ave. located in Daytona Beach, Florida. We will scan a 15’ radius around the seven proposed bore locations as shown in your PDF drawing with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as landscaping, fencing, buildings or vehicles. We will scan as close as reasonably possible to fixed objects such as curbs, landscaping, fences, etc. Our deliverable will be marking paint and/or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.
We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects, however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.
We request access to any as-built site plans of the scan areas prior to rendering services. Our estimate for this project is $750.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.
