Ms. Megan Johnson, Project Manager Mr. Scott L. Sweeney, Environmental Manager Brownfields and CERCLA Site Screening Division of Waste Management Florida Department of Environmental Protection 2600 Blair Stone Road Tallahassee, FL 32399-2400

Subject: Cost Proposal for Conducting Additional Sampling and Updating Site Assessment Report Addendum for the Former Rucks Park Brownfield Site, 13760-13780 NE 5th Avenue, North Miami, Florida 33168.

Brownfield ID #1314003001. DERM Facility ID No. IW5-8624/File-8022

Dear Ms. Johnson and Mr. Sweeney:

Geosyntec Consultants, Inc. (Geosyntec) is pleased to submit this proposal and Cost Estimate/Level of Effort (CEF/LOE) to address the requirements for the Former Rucks Park Brownfield Site located at 13760 – 13780 NE 5th Avenue, North Miami, Florida (the “Site”). This proposed scope of work – which includes conducting additional sampling and subsequent revisions to the Site Assessment Report Addendum (SARA) – is in response to review comments received from the Miami-Dade County Division of Environmental Resources (DERM). DERM’s review of the recent SARA (dated 16 September 2025;

Geosyntec 20251) specifically requested additional soil sampling, the installation and sampling of new and existing monitoring wells, and the preparation of off-site contamination notifications to potential affected off-site properties adjacent to the Site to be prepared and submitted to the FDEP. These tasks are necessary to finalize the site assessment and support the planned brownfields redevelopment.

The scope of work consists of the following tasks:

Subtask 1 – Project Management

This subtask includes effort for overall Project Management activities associated with various tasks described below.

1 Geosyntec. 2025. Site Assessment Report Addendum. The Former Rucks Park Brownfield Site (DERM) Facility ID:

IW5-8624/File-8022; Brownfield ID# 131403001, 13760-13780 NE 5th Avenue, North Miami, Miami-Dade County, Florida.

Geosyntec Consultants, Inc. September 16.

Ms. Johnson and Mr. Sweeney

Task 2 – Provide Responses and Prepare Off-Site Contamination Notifications

Under this task, Geosyntec will provide responses to the DERM review comment letter dated 2 October 2025, which will include a summary of additional assessment requirements and off-site notifications.

Following submittal of responses to DERM review comments, we will follow up with a call to DERM to review and confirm the scope of additional assessment activities and the specific properties requiring off-site notifications. Approximately six properties are currently expected to require notification, however, this total will be subject to final confirmation from DERM.

Task 3 - Field Work

Task 3 involves field execution of additional soil sampling, installation of new wells, and sampling of new and existing groundwater wells.

Key field activities include:

Oversee installation of the four new shallow depth wells;

Collect soil samples at four locations for arsenic analysis;

Sample approximately 10 monitoring wells for arsenic, polyaromatic hydrocarbons (PAHs), and a smaller subset for coliforms and organo-chlorine pesticides (OCPs);

Oversee survey of the new monitoring wells and soil boring locations by a professional surveyor;

Containerize and dispose all investigative-derived waste (IDW) by a licensed waste contractor (see Subtask ).

Task – Site Assessment Report Addendum (SARA)

Geosyntec will compile and integrate new data with previous data to prepare a comprehensive SARA in accordance with Chapter 62-780 FAC. The SARA will include recent and historic data collected during previous site assessment activities, a review and interpretation of the soil data and groundwater concentrations, soil and groundwater summary data tables, groundwater analytical results, groundwater concentration plume maps, summary and conclusions.

Task –IDW Off-Site Disposal

Task includes effort for completing IDW paperwork/manifests and coordinating the pickup.

Geosyntec recommends subcontracting Earth Tech Drilling for the monitoring well installation. Even though Earth Tech price is slightly higher than PDS (by $410), we are recommending retaining Earth Tech for several reasons. Earth Tech’s proposal includes a skid-steer for safely moving the IDW drums to a common location. The lack of a skid-steer or IDW handling plan in PDS proposal presents safety concerns that justify the minor cost difference. Earth Tech is also recommended because of their previous work experience at this Site, which is important for efficient field execution and minimizing unforeseen complications.

Based on pricing and availability, we recommend GeoTek Services, LLC and Environmental, Inc. for utility clearance, and Erwin Remediation for IDW pickup and disposal services, respectively. Eurofins, Altamonte Springs, FL, a fully-certified laboratory, will be subcontracted for soil and groundwater services. Eurofins conducted the previous analysis in 2024 and 2025. We have also included a quote from

Fmr Rucks Park Brownfield Site Additional Assessment and Notification Packages a licensed professional survey company, Engenuity Group Inc. for surveying new monitoring wells and soil borings.

The cost estimate and level of effort for conducting the site assessment and preparing the SARA is presented in attached CEF/LOE forms. The invoicing and deliverable schedule is presented below. The schedule assumes that the project Task Assignment would be issued by 7 November 2025.

RE: Utility Scanning Services – Former Rucks Park in North Miami, Florida

Mr. Applegate, GeoTek Services is pleased to respond to your request for Utility Locating services at the Former Rucks Park located in North Miami, Florida. We will scan a 10’ x 10’ area around the eight proposed bore locations as shown in your PDF drawing – with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as landscaping, fencing, buildings or vehicles. We will scan as close as reasonably possible to fixed objects such as brush, landscaping, fences, etc. Our deliverable will be marking paint and/or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.

We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects; however, some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.

We request access to any as-built site plans of the scan areas prior to rendering services. Our utility scanning estimate for this project is $750.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.
