Ms. Megan Johnson, Project Manager Mr. Scott L. Sweeney, Environmental Manager Brownfields and CERCLA Site Screening Division of Waste Management Florida Department of Environmental Protection 2600 Blair Stone Road Tallahassee, FL 32399-2400

Subject: Cost Proposal for Conducting Field Assessment Sampling and Completing the Site

Assessment Report Addendum for the Former Rucks Park Brownfield Site, 13760-13780 NE 5th Avenue, North Miami, Florida 33168.

Brownfield ID #1314003001. DERM Facility ID No. IW5-8624/File-8022

Dear Ms. Johnson and Mr. Sweeney:

Geosyntec Consultants, Inc. (Geosyntec) is pleased to submit this proposal and Cost Estimate/Level of Effort (CEF/LOE) for conducting site assessment and completing the Site Assessment Report Addendum (SARA) for the Former Rucks Park Brownfield Site in North Miami, Florida (the “Site”). The Site is currently under a Brownfield Site Rehabilitation Agreement (BSRA) with the City of North Miami and Miami-Dade County Division of Environmental Resources (DERM). The property was recently transferred to Magellan Housing for redevelopment into affordable housing and green space.

BACKGROUND

The Site consists of approximately six acres of land formerly occupied by the Rucks Wastewater Treatment Plant and is bounded to the north by NE 139th Street, to the south by NE 137th Street, to the west by NE 4th Avenue and adjacent residences and to the east by NE 5th Avenue in North Miami, Florida (Figure 1).

As per the BSRA, the Site is divided into specific areas based upon historic land uses:

• Sludge Area

• Street Sweeping Area

• Nursery Area

• Underground Storage Tank (UST) Area

There are also other offsite areas identified as Miami-Dade County (MDC) Stormwater Pump Station to the west that have been in included in the assessment efforts. Previous assessments identified pesticides, petroleum and other chemicals of concern [COCs) including Arsenic, Dieldrin, Lead, Benzo(a)pyrene (BaP), and Ammonia that exceed the applicable Soil Cleanup Target Level (SCTL) and/or the

Ms. Johnson and Mr. Sweeney

Fmr Rucks Park Brownfield Site QAPP+HASP

Groundwater Cleanup Target Level (GCTL) per Chapter 62-780, F.A.C. Total and fecal coliforms have also been detected historically in groundwater exceeding the DERM criteria.

COCs have been found offsite, primarily on properties west of the Site, including the MDC Stormwater Pump Station, former Nursery, and residential homes and roadways. Soil and groundwater contamination along the western boundary and offsite to the west requires further delineation and remediation as part of redevelopment.

The QAPP will detail the soil and groundwater sampling required to define the extent of contamination and outline the specific procedures, standards, and quality control measures for the site assessment, while the HASP will address worker and public safety during the investigation.

The associated scope of work consists of the following tasks:

Subtask 1 – Project Management

This subtask includes effort for overall Project Management.

Task 2 – QAPP Update

Under this task, Geosyntec will revise the recently submitted QAPP (Geosyntec 20251), based on DERM’s 18 February 2025 review comments. The QAPP Rev 1 will present the field scope of work and the quality assurance (QA), quality control (QC), sampling procedures and other technical activities for completing the site assessment and prepare the SARA. The site-specific HASP presents task-specific health and safety analysis to identify task-specific hazards, hazard controls, and monitoring and safety requirements for field related activities at the Site.

Task 3 - Subtask 2 – Field Preparation and Procure Off-Site Access

This task focuses on Geosyntec’s field preparation efforts for sampling and well installation, coordinating with Miami-Dade County and City of North Miami, preparing necessary paperwork for procuring the right-of-way (ROW) permits, and securing site access to the residences to west of the Site.

Task 4 - Field Work

Task 4 encompasses field efforts for conducting the soil and groundwater sampling per the QAPP. Soil samples from multiple depths will be collected at 33 locations for arsenic and polyaromatic hydrocarbons (PAHs) analysis. Five new monitoring wells will be installed by a sub-contracted licensed well driller.

The new and previously existing monitoring wells (totaling approximately 19) will be sampled for metals, 1 Geosyntec. 2025. PAHs, organo-chlorine pesticides (OCPs) and coliforms. Soil and ground water samples will be sent to a certified laboratory for analysis. To optimize precise delineation of arsenic-affected soils, we have included using x-ray fluorescence (XRF) for screening prior to collecting samples for the fixed based laboratory analysis. In addition, due to the 8-hour hold time for coliforms, close coordination with the laboratory will be required. The investigative-derived waste (IDW) will be containerized and disposed off-site by a licensed waste contractor (see Subtask 6). A professional surveyor will be subcontracted to survey the horizontal and vertical coordinates of the soil sampling and monitoring well locations.

Task 5 – Site Assessment Report Addendum (SARA)

Geosyntec will integrate data collected during the current site assessment with previous data presented in SSAR2 and prepare a comprehensive Site Assessment Report Addendum in accordance with Chapter 62-780 FAC. The SARA will also include available data collected during previous site assessment activities, a review and interpretation of the soil data and groundwater concentrations, soil and groundwater summary data tables, groundwater analytical results, groundwater concentration plume maps, groundwater elevation and flow maps, summary and conclusions including potential impacts on brownfield Site re-development.

Task 6 –IDW Off-Site Disposal

Task 6 includes effort for completing IDW paperwork/manifests and overseeing pickup.

2025 03-04 Proposal Project No. 24059.01

March 4, 2025

Shekhar Melkote, P.G.

Senior Consultant Geosyntec Consultants, Inc.

(Vía email: SMelkote@Geosyntec.com)

Re: Professional Surveying Services Former Rucks Park North Miami, Florida

Engenuity Group Project No. 24059.01

Dear Mr. Melkote:

We are pleased to offer this proposal to render professional surveying services in connection with Former Rucks Park located at 13760-13780 NE 5th Avenue, North Miami, FL (hereinafter called the ‘Project’).

Engenuity Group, Inc. will horizontally locate 33 new sampling locations (SB-176 through SB-208) and 5 monitoring wells (MW-53, MW-54, MW-55, MW-56 and MW- 22I) as depicted on the attached graphic, which was provided by your office on March 3, 2025. Additionally, Engenuity Group, Inc will measure the top of casing at each well with an adjacent ground elevation. All elevations will be obtained in National American Vertical Datum of 1988 (NAVD 88).

Total Fee: $3,870.00

The final deliverable will be an electronically signed and sealed copy of the Surveyors Report, which can be provided within twenty (20) business days of receiving authorization to proceed and the meeting on site to identify the locations with your staff (optional). The Surveyors Report will have the x, y and z of all monitoring wells and soil boring locations.

Permit Fees, Reproduction Charges and Reimbursable Expenses The Total Contract Price does not include the payment of any governmental agency submittal or processing fees. The cost of these fees and any costs incurred by the office for printing, reproduction and other reimbursable expenses such as postage, travel, and document copy charges will be billed to the client monthly.

Invoicing and Payment Work will be invoiced on a monthly basis for work completed to date. Invoice shall be paid in full by the Client within thirty (30) days of the invoice date, unless within such thirty (30) day period, Client notifies Engenuity Group, Inc. in writing of its objection to the amount of said invoice. Such notice shall be accompanied by payment of any undisputed portion of said invoice. If written objection is not received within thirty (30) days it shall constitute approval of invoice by Client. If the payment is not received within fifteen (15) days of billing date, a late charge will be added to the invoice in the amount of 1½ percent per month on the outstanding balance. If payment is not received within sixty (60) days of the invoice date, work may be suspended on the project until the outstanding invoice(s) are paid in full.

This proposal represents the entire understanding between you and us with respect to the Project. If this satisfactorily sets forth your understanding of our agreement, please execute the attached Authorization and return it to us. If you have any questions, please do not hesitate to contact us.

RE: Utility Scanning Services – Former Rucks Park in North Miami, Florida

Mr. Applegate, GeoTek Services is pleased to respond to your request for Utility Locating services at the Former Rucks Park located in North Miami, Florida. We will scan a 10’ x 10’ area around the thirty-eight proposed bore locations as shown in your PDF drawing – with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as landscaping, fencing, buildings or vehicles. We will scan as close as reasonably possible to fixed objects such as brush, landscaping, fences, etc. Our deliverable will be marking paint and/or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.

We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects; however, some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.

We request access to any as-built site plans of the scan areas prior to rendering services. Our utility scanning estimate for this project is $1,500.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.

Best Regards, Martin (Bud) Connor GeoTek Services, LLC

From: JApplegate@Geosyntec.com Subject: IDW Quote Request

We will have to respectfully no bid the work. We appreciate the opportunity though!

Hi Jamie, I got your name from Olivia Cain.

We have a site in North Miami, FL that we are assessing for the FDEP Brownfields Group (they do work under the consolidated contract) and would like to request a bid for IDW pickup and disposal. The main constituent in soil and groundwater is arsenic and potentially very low levels of PAHs.

We have profiled IDW there before and have a lot of soil and groundwater analytical and IDW profiled and disposed of in the past have all been non-hazardous.

Can you provide a quote for liquid IDW (well development and purge water) as well as for soil. Anticipating a total of approximately 10 drums, but if you can split out the quote for individual drums, that would be great. The address of the site is 13780 NE 5th avenue. If you cannot provide a bid for some reason, please let me know.

Thanks and call me if you have any questions.

Joe
