About this file

This is a technical specification document for sanitary sewerage pressure piping prepared by Herbert, Rowland & Grubic, Inc. for the Borough of Elizabethtown's sanitary sewer improvements project. The specification section (33 31 23) details comprehensive requirements for force main and low-pressure sewer piping installation, including materials, products, and execution standards. The project encompasses approximately 409 linear feet of 8-inch sanitary sewer main, one sanitary sewer spot repair, and approximately 152 linear feet of 4-inch and 6-inch sanitary sewer laterals, with two alternates including manhole replacement and additional main extensions. Sealed bids for the 2025 Sanitary Sewer Improvements Project (Contract No. 2025-01) were to be publicly opened on Monday, September 15, 2025, at 10:00 AM through PennBid, with a mandatory pre-bid conference scheduled for Wednesday, September 3, 2025, at 10:00 AM at the Elizabethtown Borough Building. A related Sewer Maintenance & Emergency Contract (Contract 2026-01) for the same municipality seeks bids for ongoing repair and maintenance work on sanitary and storm sewer systems, with bids due June 16, 2026, at 10:00 AM, and no pre-bid conference required.

The specification requires contractors to provide ductile iron pipe (DIP), high-density polyethylene (HDPE), and PVC C900 piping options with specific pressure ratings, joint types, and installation methods. Contractors must comply with multiple industry standards including AWWA, ASTM, and AASHTO specifications, and must demonstrate qualified fusion technicians for HDPE pipe joining. The document mandates comprehensive testing requirements including alignment tests, pressure testing, and initial section tests, with specific thrust restraint specifications for fittings and directional changes. Detection tape and tracer wire for pipeline locating, valve boxes, check valves, air release valves, and other appurtenances are specified with detailed material and performance requirements. All materials must be inspected, tested, and certified according to manufacturer specifications, with the contractor responsible for all bedding, haunching, embedment, and compaction to specified densities. No specific budget, pricing terms, or set-aside designations were provided in the specification document, though the scope indicates a substantial municipal infrastructure investment requiring professional expertise in sewer construction and compliance with Pennsylvania infrastructure standards.

2. Conduct tests in the presence of and to the satisfaction of the Authority

Representative or Engineer.

B. Alignment: After the gravity mains have been laid and backfilled, a light will be flashed between manholes or manhole locations to determine whether the alignment of the sewer is true and whether any pipe has been displaced, broken or otherwise damaged subsequent to laying. This test will again be conducted before final acceptance of the sewer:

1. Horizontal Alignment: Each section (manhole to manhole) of sewer shall show no less than a three-quarter (3/4) light circle throughout its length and any and all defects shall be corrected by the Contractor, to the satisfaction of the Authority Representative or Engineer, before the work shall proceed and before acceptance of and/or payment shall be made.

2. Vertical Alignment: No vertical displacement or misalignment will be accepted.

The Contractor, to the satisfaction of the Authority Representative or Engineer, shall correct all defects before the work shall proceed and before acceptance of and/or payment shall be made.

C. Initial Section Test:

1. To demonstrate acceptability of installed pipe materials and workmanship, construct and air test one sewer section from manhole to manhole using the pipe provided in the Work. Pre-testing such section prior to actual Initial Section Test not permitted.

2. Conduct Initial Section Test in same manner as Line Acceptance Test at the expense of the Contractor.
