About this file
This is a specification document for Project Meetings procedures prepared by Herbert, Rowland & Grubic, Inc. for the Borough of Elizabethtown's sanitary sewer infrastructure projects in Pennsylvania. The document establishes protocols for managing project progress meetings, including a mandatory project starting meeting to be scheduled by the Owner or Engineer following contract award to establish work progress schedules, partial payment schedules, and work operation sequences. The specification permits the Owner or Engineer to schedule additional meetings upon request from any contract party, with written notice of date, time, place, and agenda provided to all parties. Each party to the contract must be represented at meetings by authorized personnel with decision-making authority whose commitments bind their respective organizations. The document stipulates that once procedures, work sequences, time schedules, and other matters are agreed upon by all concerned parties during these meetings, they become binding obligations that all parties must follow and comply with regarding both timing and performance standards.
The specification establishes that contractors cannot claim delays or damages if they fail to comply with agreed-upon procedures, sequences of operations, and time schedules established during project meetings. This provision protects the Owner and Engineer by ensuring that contractors cannot seek compensation for delays that result from their own non-compliance with mutually agreed meeting determinations. The document contains no pricing terms, set-asides, or funding information, as it functions solely as a procedural specification for contract administration and project management protocols rather than as a bid solicitation or contract award notice.
