About this file
This is a specification document for seeding work prepared by Herbert, Rowland & Grubic, Inc. for the Borough of Elizabethtown's sanitary sewer improvements project in Pennsylvania. The specification outlines requirements for fertilizing, seeding, hydroseeding, mulching, and maintenance activities associated with site restoration. The work includes establishing both permanent and temporary seed mixtures according to standard detail drawings, with specific planting seasons defined as March 15 to October 15 for temporary seed and March 15 to June 1 and September 1 to October 15 for permanent seed. Seeding operations must be conducted with proper soil preparation, fertilizer application rates determined by soil analysis, and mulch application at 1/8-inch thickness immediately following seeding. The specification requires maintenance of seeded areas until grass becomes well established and exhibits vigorous growing conditions for two cuttings. Seeded slopes with grades of 4 inches per foot or greater must be protected with erosion fabric secured at 36-inch intervals with stakes.
The specification establishes quality assurance requirements including seed supplier qualifications of minimum three years documented experience, sealed container delivery with labeled seed mixture information showing germination and inert matter percentages, and fertilizer delivery in waterproof bags with chemical analysis. Fertilizer composition is specified at 10 percent nitrogen, 20 percent phosphoric acid, and 20 percent soluble potash, with lime meeting Pennsylvania Agricultural Liming Materials Act standards containing minimum 89 percent calcium carbonate equivalent. Seeding operations are restricted to conditions when ground is not immediately following rain, not excessively dry, and when wind speeds do not exceed 12 miles per hour. The specification prohibits applying fertilizer simultaneously with seed using the same equipment and requires thorough mixing into the upper 2 inches of topsoil followed by light irrigation. No specific budget, pricing terms, or bid dates are referenced in this specification document, which functions as technical requirements for landscape restoration work associated with the larger sewer improvement project.

PART 3 - EXECUTION
3.1 EXAMINATION
A. Verify prepared soil base is ready to receive the Work of this section.
3.2 FERTILIZING
A. Apply lime at application rate recommended by soil analysis. Work lime into top 6 inches of soil.
B. Apply fertilizer at application rate recommended by soil analysis.
C. Apply after smooth raking of topsoil.
D. Do not apply fertilizer at same time or with same machine used to apply seed.
E. Mix fertilizer thoroughly into upper 2 inches of topsoil.
F. Lightly water soil to aid dissipation of fertilizer. Irrigate top level of soil uniformly.
3.3 SEEDING
A. Apply seed at a rate indicated evenly in two intersecting directions. Rake in lightly.
B. Do not seed areas in excess of that which can be mulched on same day.
C. Planting Season:
1. Temporary Seed – March 15 to October 15.
2. Permanent Seed - March 15 to June 1 and September 1 to October 15.
D. Do not sow immediately following rain, when ground is too dry, or when winds are over 12 mph.
E. Roll seeded area with roller not exceeding 112 lbs/linear foot.
F. Immediately following seeding and compacting, apply mulch to thickness of 1/8 inches.
