About this file
This is a specification document for rock removal work prepared by Herbert, Rowland & Grubic, Inc. for the Borough of Elizabethtown's sanitary sewer improvements project in Pennsylvania. The specification establishes requirements for removing identified and discovered rock during excavation activities, with rock defined as solid mineral material exceeding 1/6 cubic yard in volume or material that cannot be removed with a 3/4 cubic yard capacity excavator without drilling or blasting. The work scope includes mechanical excavation and removal of rock, cutting rock at the bottom of excavation to form level bearing surfaces, removing shaled layers to ensure sound and unshattered base conditions, and excavating utility trenches to 6 inches below pipe invert elevation and 24 inches wider than pipe diameter. All excavated materials must be removed from the site, and any unauthorized rock removal must be corrected in accordance with backfilling and compacting requirements. The contractor is required to conduct a pre-work survey and document existing conditions of nearby buildings through photographs prior to rock removal activities.
Quality control requirements mandate visual inspection of bearing surfaces by the Engineer's inspection agency before subsequent work installation. The specification references related sections covering trenching and backfilling procedures, and requires submittals in accordance with standard submittal procedures. Work scheduling must avoid disruption to occupied buildings in proximity to rock removal activities. This specification section applies to the broader 2025 Sanitary Sewer Improvements Project (Contract No. 2025-01) and the Contract 2026-01 Sewer Maintenance & Emergency Contract, both of which involve sanitary sewer system improvements and maintenance work throughout the Borough of Elizabethtown's municipal infrastructure.
