About this file
This is a Unit Prices specification document for the Borough of Elizabethtown's 2025 Sanitary Sewer Improvements Project (Contract No. 2025-01) and Contract 2026-01: Sewer Maintenance & Emergency Contract. The document establishes the pricing methodology and payment structure for labor, materials, equipment rental, and miscellaneous fees. A mandatory pre-bid conference for the 2025 project is scheduled for Wednesday, September 3, 2025, at 10:00 AM at the Elizabethtown Borough Building, with sealed bids due on Monday, September 15, 2025, at 10:00 AM. For the 2026 Sewer Maintenance & Emergency Contract, no pre-bid conference will be held, and bids are due by 10:00 AM on Tuesday, June 16, 2026. The 2025 project scope includes approximately 409 linear feet of 8-inch sanitary sewer main, one spot repair, approximately 152 linear feet of 4-inch and 6-inch sanitary sewer laterals, and two alternates for additional work. Bidding documents are available exclusively through PennBid at https://pennbid.bonfirehub.com/.
Payment will be calculated using unit prices applied to actual work performed, with labor compensation based on hourly rates paid in 15-minute increments for foremen, skilled, semi-skilled, and common laborers. Material costs are reimbursed at actual invoiced cost plus tax and transportation, multiplied by one plus the percent fee bid for Item B1. Equipment rental rates follow the Rental Rate Blue Book for Construction Equipment with applicable state area adjustment percentages, paid in 15-minute increments for time equipment is on-site or available for immediate use, excluding breakdowns and transportation costs. Item D1 covers miscellaneous approved fees such as permits, dump fees, and parking authority fees, multiplied by one plus the percent fee bid. Item B1 and D1 percent fees cover indirect expenses including administration, general superintendence, delivery, materials for temporary structures, small tools, and anticipated profit. Contractors will receive payment only for work that has passed testing, limited to 50% until all work is successfully completed and tested in accordance with contract specifications.
