About this file

This is a technical specification document for temporary facilities and controls prepared by Herbert, Rowland & Grubic, Inc. for the Borough of Elizabethtown's sanitary sewer improvements project. The specification outlines the contractor's responsibilities for establishing and maintaining temporary infrastructure required during construction operations. Key requirements include providing temporary utilities (water service and sanitary facilities), constructing temporary vehicular access roads with all-weather surfaces and adequate load-bearing capacity, establishing designated parking areas either on-site or off-site as approved by the owner, implementing traffic regulation measures including signage and flagperson services, and maintaining fire prevention facilities with portable fire extinguishers distributed throughout construction trailers and storage areas. The specification mandates progress cleaning and waste removal to maintain site cleanliness, establishment of barriers and six-foot-high fencing around the construction perimeter, temporary weathertight exterior enclosures, and comprehensive water, dust, erosion and sediment, noise, and pollution control measures. The contractor must also provide security measures including entry control logs, restrict site access to authorized personnel only, protect existing trees and vegetation within drip lines, and maintain emergency vehicle access with 20-foot-wide driveways free of combustible materials.

Upon project completion, the contractor is responsible for removing all temporary utilities, facilities, and materials before substantial completion inspection, including removal of underground installations to a minimum depth of 18 inches, restoration of damaged existing and permanent facilities to original condition, repair of any paving damage sustained during construction, and removal of traffic control devices with post settings excavated to a depth of two feet. All temporary provisions, construction aids, and associated costs are the contractor's responsibility and must be coordinated with the engineer or owner. No specific pricing, budget allocation, or set-asides are detailed in this specification section, as it establishes only the technical and operational requirements contractors must meet throughout the project duration.
