About this file

This is a Requests for Interpretation specification document prepared by Herbert, Rowland & Grubic, Inc. for the Borough of Elizabethtown's sanitary sewer improvement projects in Pennsylvania. The document establishes standardized procedures for contractors to submit Requests for Information/Interpretation (RFIs) when clarification is needed on contract documents, drawings, or specifications. RFIs must be submitted using the designated RFI Form (Document 00 63 13), include detailed written statements identifying specific drawings by number and location or specifications by section number and page, and be submitted via email in consecutive numerical order with legible formatting suitable for photocopying or scanning. All RFIs from subcontractors or material suppliers must be reviewed and approved by the prime contractor before submission to the Engineer; RFIs submitted directly to the Engineer by subcontractors will not be accepted. For coordination issues, contractors must provide suggested solutions with scaled drawings or sketches accompanying the RFI, and incomplete requests will be returned unanswered.

RFIs cannot be used to request approval of submittals, substitutions, changes involving additional cost or credit, or different work methods. The Engineer will respond to properly prepared RFIs directly on the RFI form or through a Request for Proposal, while improper or frivolous RFIs will be processed at the Engineer's standard hourly rate with costs deducted from monies due to the contractor. The Engineer may retain RFIs for discussion during regularly scheduled project meetings and include responses in meeting minutes. Contractors should allow reasonable review and response time for RFIs, though requested response dates are not guaranteed if deemed too expeditious. RFIs that are not properly prepared or request information already clearly shown in contract documents will be classified as improper or frivolous and returned with notification of processing fees and a "Not Reviewed" designation.
