About this file
This is a technical specification document for hydrostatic testing procedures prepared by Herbert, Rowland & Grubic, Inc. for the Borough of Elizabethtown's sanitary sewer infrastructure projects. The specification establishes comprehensive requirements for testing pressure piping systems, including approximately 409 linear feet of 8-inch sanitary sewer mains and associated laterals as outlined in the 2025 Sanitary Sewer Improvements Project (Contract No. 2025-01) and the emergency maintenance contract (Contract 2026-01). The specification requires contractors to conduct hydrostatic testing on all newly installed pressure piping to ensure system integrity, with testing procedures, equipment lists, and testing schedules to be submitted prior to work initiation. Testing must be performed at 1.5 times the working pressure of the piping system based on the lowest elevation point, with pressure gauges calibrated to 0.1 psi and maintained within plus or minus 5.0 psi during testing periods.
The specification establishes specific testing protocols differentiated by pipe material type: ductile iron and PVC piping requires a two-hour hydrostatic test period following AWWA C600/C605 standards, while polyethylene (PE) piping follows ASTM F 2164 standards with a four-hour expansion phase followed by a one-hour monitoring period. Contractors must furnish all testing equipment, including pressure pumps, pressure hoses, water meters, test connections, pressure relief valves, and related apparatus, along with water supply for flushing and testing. The contractor bears responsibility for locating and correcting any leakage sources, with maximum allowable leakage calculated using a specified formula incorporating pipe length, diameter, and test pressure. Visible leaks must be corrected regardless of calculated allowable leakage amounts, and any sections exceeding acceptable leakage limits must be retested following depressurization periods of at least eight hours for PE piping systems.

PART 3 - EXECUTION
3.1 GENERAL REQUIREMENTS
A. Conduct tests specified herein so that each pipeline installed in the Project is tested to the Engineer’s satisfaction. All piping shall be properly flushed and tested unless otherwise approved by the Engineer.
B. The Contractor shall furnish and install all means and apparatus necessary for getting the air or water into the pipeline for flushing and testing including pumps, pipe connection to main, compressors, gauges, meters, any necessary plugs and caps, and any required blow-off piping and fittings, etc., complete with any necessary reaction blocking to prevent pipe movement during the flushing and testing. The Contractor shall provide water for all flushing and testing of pipelines. Non-potable water may be used for flushing and testing pipelines not connected to the potable water system.
C. Contractor shall thoroughly clean all new pipe by flushing with water or other means to remove all dirt, stones, pieces of wood, etc., which may have entered the pipe during the construction period. If after this cleaning any obstructions remain, they shall be corrected by the Contractor, at his own expense, to the satisfaction of the Engineer. Pipelines shall be flushed at the rate of at least 2.5 feet per second for a duration suitable to the Engineer or shall be flushed by other means approved by the Engineer.
3.2 EXAMINATION
A. Section 01 73 00 - Execution Requirements: Requirements for installation examination.
B. Verify that piping is ready for testing.
C. Verify that trenches are backfilled.
D. Verify that pressure piping thrust restraints have been installed.
3.3 FIELD QUALITY CONTROL
A. Section 01 40 00 - Quality Requirements: Requirements for inspecting and testing.
B. Testing of Pressure Ductile Iron or PVC Piping:
1. Test system according to AWWA C600/C605 and the following:
a. Hydrostatically test each portion of pressure piping, including valved section, at 1.5 times working pressure of piping, based on elevation of lowest point in piping corrected to elevation of test gauge.
b. Time length for hydrostatic testing: Two hours.
c. Slowly fill with water portion of piping to be tested, expelling air from piping at high points.
d. Install corporation cocks at high points.
Herbert, Rowland & Grubic, Inc. 33 05 05.31 - 3 000598.0465
e. Close air vents and corporation cocks after air is expelled.
f. Raise pressure to specified test pressure.
g. Observe joints, fittings, and valves undergoing testing.
h. Remove and renew cracked pipes, joints, fittings, and valves that show visible leakage.
i. Retest.
j. Correct visible deficiencies and continue testing at same test pressure for additional two hours to determine leakage rate.
k. Maintain pressure within plus or minus 5.0 psi of test pressure.
l. Leakage is defined as quantity of water supplied to piping necessary to maintain test pressure during period of testing.
m. Compute maximum allowable leakage using following formula:
1) L = [SD x √(P)]/C.
2) L = testing allowance, gph.
3) S = length of pipe tested, feet.
4) D = nominal diameter of pipe, inches.
5) P = average test pressure during hydrostatic testing, psig.
6) C = 148,000.
7) If pipe undergoing testing contains sections of various diameters, calculate allowable leakage from sum of computed leakage for each pipe size.
2. If testing of piping indicates leakage greater than that allowed, locate source of leakage, make corrections, and retest until leakage is within acceptable limits.
3. Correct visible leaks regardless of quantity of leakage.
C. Testing of Pressure PE Piping:
1. Test system according to ASTM F 2164 and following:
a. Hydrostatically test each portion of pressure piping, including valved section, at 1.5 times working pressure of piping, based on elevation of lowest point in piping corrected to elevation of test gage.
b. Initial expansion phase:
1) Slowly fill with water portion of piping to be tested, expelling air from piping at high points.
2) Install corporation cocks at high points.
3) Close air vents and corporation cocks after air is expelled.
4) Raise pressure to specified test pressure.
5) Observe joints, fittings, and valves undergoing testing.
6) Add make-up water as necessary to maintain maximum test pressure for 4 hours.
c. Test Phase:
1) Immediately after expansion phase, reduce test pressure by 10 psi and stop adding makeup water.
2) Monitor pressure for 1 hour.
3) If no visual leakage is observed and test pressure remains within 5% of the target pressure, no leakage is indicated.
Herbert, Rowland & Grubic, Inc. 33 05 05.31 - 4 000598.0465
