About this file
This is a technical specification document for cast-in-place concrete work prepared by Herbert, Rowland & Grubic, Inc., applicable to the Borough of Elizabethtown's sanitary sewer infrastructure projects in Pennsylvania. The specification covers concrete work for manholes, pipe encasements, inlets, thrust blocks, anchors, and pipe cradles as part of the 2025 Sanitary Sewer Improvements Project (Contract No. 2025-01) and the ongoing Contract 2026-01: Sewer Maintenance & Emergency Contract. The 2025 project includes approximately 409 linear feet of 8-inch sanitary sewer main, one spot repair, and approximately 152 linear feet of 4-inch and 6-inch sanitary sewer laterals, with two alternates covering an additional 4-foot diameter manhole replacement and 110 linear feet of additional 8-inch main. A mandatory pre-bid conference for the 2025 project is scheduled for Wednesday, September 3, 2025, at 10:00 AM at the Elizabethtown Borough Building, with sealed bids due on Monday, September 15, 2025, at 10:00 AM. The emergency maintenance contract (2026-01) has a bid deadline of Tuesday, June 16, 2026, at 10:00 AM with no pre-bid conference required. All bidding documents are available exclusively through PennBid at https://pennbid.bonfirehub.com/.
The specification requires non-structural concrete with a 3,000 psi compressive strength at 28 days, compliant with PennDOT Class A standards, utilizing Type I Portland cement with a minimum of 564 pounds per cubic yard and a maximum water-cement ratio of 0.5. Structural concrete elements must achieve 4,000 psi compressive strength with similar materials and tighter specifications including a 0.45 maximum water-cement ratio. Ready-mixed concrete must comply with ASTM C94, and all work must follow ACI 301 standards and applicable ACI and ASTM specifications for placement, consolidation, curing, and field quality control. Contractors must submit concrete mix designs, manufacturing certifications, installation procedures, and field quality-control test results, including compressive strength testing at 7 and 28 days. Cold weather and hot weather concreting provisions are detailed with specific temperature requirements and protective measures. No specific budget amount, incumbent contractor information, or set-aside designations were provided in the specification document.

4. Make placement continuously to produce monolithic unit.
5. Carry on placing at such a rate that concrete which is being integrated with fresh concrete is still plastic.
6. Do not deposit concrete on concrete which has hardened sufficiently to cause the formation of seams or planes of weakness within sections.
7. Do not use concrete which has partially hardened or has been contaminated by foreign materials.
8. Do not subject concrete to procedures which will cause segregation.
Herbert, Rowland & Grubic, Inc. 03 30 00 - 6 000598.0465
9. Do not place concrete in forms containing standing water.
