Project Record Documents Specification
This is a technical specification document (Section 01 78 39) for Project Record Documents prepared by Herbert, Rowland & Grubic, Inc. for the Borough of Elizabethtown's sanitary sewer improvements project (Project No. 000598.0465). The specification establishes requirements for maintaining comprehensive project records throughout construction, including one on-site set of work orders, drawings, specifications, addenda, change orders, shop drawings, product data, samples, and manufacturer instructions. Record information must be documented concurrently with construction progress, updated no less than weekly, and maintained separately from construction documents. Record drawings must accurately mark actual installation conditions using red-colored erasable pencil, with particular emphasis on concealed elements, dimensional changes, utility locations (including depth and triangulation measurements), equipment locations, internal utility routing, and schematic information converted to as-built conditions. Marked-up record documents and new drawings where required must be organized into manageable, durably bound sets with proper identification and cross-referencing between contract and shop drawings. All record drawings must be identified with the designation "PROJECT RECORD DRAWING," dated, and stamped with the contractor's name while the engineer's title block and seal are removed.
Contractors must submit PDF electronic files of all marked-up documents and miscellaneous records to the engineer with the final application for payment. Miscellaneous record submittals include material and equipment test and inspection reports, delivery slips, and other records required by individual specification sections. The specification requires entries to be complete and accurate to enable future owner reference, with particular attention to recording information before concealed installations are enclosed. New record drawings must be prepared when neither contract drawings nor shop drawings can adequately depict actual installation conditions, particularly when change orders result from accepted alternates, substitutions, or other modifications to the original contract documents.
