About this file
This is a technical specification document for asphalt paving work prepared for the Borough of Elizabethtown, Pennsylvania, outlining standards and procedures for pavement restoration and construction. The specification covers aggregate subbase installation, aggregate base course construction, and asphalt paving operations, requiring compliance with Pennsylvania Department of Transportation (PennDOT) standards and publications. The work includes restoration of streets, shoulders, driveways, and parking areas with Superpave wearing course and base course asphalt mixtures, temporary surfacing where weather conditions prevent permanent placement, and pavement markings including stop bars, crosswalks, and longitudinal lines. The specification mandates that permanent surfacing be placed no later than ten days following base course paving, with contractor responsibility for maintaining and protecting all surfaces and facilities until final completion. A mandatory pre-bid conference for the related 2025 Sanitary Sewer Improvements Project is scheduled for Wednesday, September 3, 2025, at 10:00 AM at the Elizabethtown Borough Building, with sealed bids due Monday, September 15, 2025, at 10:00 AM through PennBid.
The asphalt paving specification requires materials from a single source throughout the project, including PG 64S-22 asphalt cement, Superpave mixture designs conforming to PennDOT Publication 408, and traffic paint meeting PennDOT Sections 960 and 962. All paving-mix manufacturers must be registered with and approved by PennDOT. The contractor bears responsibility for twelve months of maintenance following the Engineer's approval of the final completion certificate, including repair or replacement of failed work and surface depressions, with the owner authorized to perform uncompleted maintenance and deduct costs from contractor payments. Daily site maintenance is required, including street sweeping, flushing, and dust control through watering, calcium chloride application, or Engineer-approved alternatives. Product data submissions must include asphalt and aggregate material information with supporting laboratory test results for mix design, along with material certification slips documenting quantities utilized from producers in accordance with PennDOT specifications.
