Project Summary for Sewer Maintenance & Emergency Contract

This is a project summary document prepared by Herbert, Rowland & Grubic, Inc., for the Borough of Elizabethtown, Pennsylvania, detailing Contract 2026-01 for Sewer Maintenance & Emergency Services. The project encompasses repairs to the Borough's existing sanitary sewer and storm sewer collection and conveyance systems, with work performed through individual Work Orders issued by the Owner. Work includes both emergency response and maintenance assignments, such as repairs to address sewer collapses, force main breakdowns, sinkholes, and other serious utility system occurrences. The contract operates on a task-order basis, with the Owner determining the scope and extent of permanent restoration work through field investigations. The Owner's Representative is Jeff Kinsey, Public Works Director, located at 600 South Hanover Street, Elizabethtown, PA 17022. Sealed bids were due June 16, 2026, at 10:00 AM local time through PennBid. No mandatory pre-bid conference is scheduled for this contract. Bid security is required in the form of a Certified Check or Bid Bond in an amount not less than 10%.

The contractor must maintain existing wastewater and storm water service during all repair operations using bypass facilities as specified. Emergency work requires the contractor to respond to telephonic notification from the Owner, followed by written confirmation within 24 hours, and to deploy temporary measures at the contractor's discretion to control leakages and provide continued system service. All work must comply with Pennsylvania Department of Environmental Protection and Pennsylvania Department of Transportation requirements where applicable. The contractor is responsible for traffic control, dust management, public relations, protection of existing infrastructure, and notification of local emergency services and school districts. Material selections and methods for temporary emergency measures are at the contractor's discretion, though permanent restoration materials must conform to contract specifications. Standard Detail Drawings provided in the Project Manual serve as typical illustrations but are not exact representations of site conditions encountered.
