Sanitary Sewerage Piping Specification

This is a technical specification document for sanitary sewerage piping prepared by Herbert, Rowland & Grubic, Inc., for the Borough of Elizabethtown's 2025 Sanitary Sewer Improvements Project (Contract No. 2025-01). The specification establishes comprehensive requirements for the installation of approximately 409 linear feet of 8-inch sanitary sewer main, approximately 152 linear feet of 4-inch and 6-inch sanitary sewer laterals, one spot repair, and associated materials and equipment. Two project alternates are included: Alternate No. 1 encompasses one 4-foot diameter sanitary sewer manhole replacement, and Alternate No. 2 includes an additional 110 linear feet of 8-inch sewer main and 24 linear feet of 6-inch laterals. A mandatory pre-bid conference is scheduled for Wednesday, September 3, 2025, at 10:00 AM at Elizabethtown Borough Building, with sealed bids due on Monday, September 15, 2025, at 10:00 AM. The project site is located in the Borough of Elizabethtown, Pennsylvania, and all bidding documents are available exclusively through PennBid at https://pennbid.bonfirehub.com/.

The specification details material requirements, including polyvinyl chloride (PVC) gravity sewer pipe conforming to ASTM D3034 for pipes 4 to 15 inches and ASTM F679 for 18 to 36-inch pipe, with ductile iron pipe (DIP) required for installations exceeding 20 feet of cover depth. All PVC pipe shall utilize elastomeric O-ring gasketed joints and flexible elastomeric seals conforming to ASTM F477 specifications. The specification mandates minimum pipe cover of 4 feet above piping unless otherwise approved by the Engineer, requires proper bedding and installation per ASTM D2321, and establishes comprehensive field quality control procedures including alignment testing via light flashing between manholes, television inspection, air testing, and mandrel testing. Contractors must provide underground warning tape for pipeline detection, perform all cleaning prior to testing, and correct any defects related to displacement, breakage, or misalignment at no additional cost to the Owner before work acceptance.
