About this file
This is a technical specification document for aggregates used in earthwork, prepared by Herbert, Rowland & Grubic, Inc. for the Borough of Elizabethtown in Pennsylvania. The specification covers coarse and fine aggregate materials required for the 2025 Sanitary Sewer Improvements Project (Contract No. 2025-01), which includes approximately 409 linear feet of 8-inch sanitary sewer main, one spot repair, and approximately 152 linear feet of 4-inch and 6-inch sanitary sewer laterals, with two optional alternates. Coarse aggregate materials specified include PennDOT 2A (naturally or artificially graded mixture of natural or crushed gravel, crushed stone, or crushed slag), AASHTO No. 57, AASHTO No. 8, AASHTO No. 3, and Select Granular Material (2RC). Fine aggregate materials include Bituminous Concrete Sand Type B, Mortar Sand, and Filler Type C, all conforming to PennDOT standards with specific sieve size requirements. The mandatory pre-bid conference is scheduled for Wednesday, September 3, 2025, at 10:00 AM at the Elizabethtown Borough Building, with sealed bids to be publicly opened on Monday, September 15, 2025, at 10:00 AM. A separate Sewer Maintenance & Emergency Contract (Contract 2026-01) will accept sealed bids until 10:00 AM on Tuesday, June 16, 2026.
All aggregate materials must originate from a single source approved by PennDOT throughout the project and meet PennDOT Publication 408 specifications. Contractors must submit samples in air-tight containers (10 pounds of each fill type), identify all imported material suppliers, and provide manufacturer's certificates confirming products meet specified requirements. Materials must be stockpiled at locations directed by the Engineer, maintained separately to prevent mixing, with surface water directed away to prevent erosion or deterioration. Upon project completion, all stockpiles must be removed and the site graded to prevent standing water. Testing requirements reference Pennsylvania Department of Transportation standards, AASHTO specifications, and ASTM International test methods, including sieve analysis, soil compaction characteristics, soil classification, and plasticity index testing. All bidding documents are available exclusively through PennBid at https://pennbid.bonfirehub.com/, with no specific budget amount or set-aside designations mentioned in the available documentation.
