About this file
This is a References document prepared by Herbert, Rowland, & Grubic, Inc. for the Borough of Elizabethtown's sanitary sewer improvements project. The document establishes the reference standards, definitions, and industry standards that govern contract performance and construction activities. The project involves approximately 409 linear feet of 8-inch sanitary sewer main, one spot repair, and approximately 152 linear feet of 4-inch and 6-inch sanitary sewer laterals, with two alternates including a 4-foot diameter sanitary sewer manhole replacement and an additional 110 linear feet of 8-inch sanitary sewer main plus 24 linear feet of 6-inch laterals. Sealed bids for Contract No. 2025-01 are due on Monday, September 15, 2025, at 10:00 AM, with a mandatory pre-bid conference scheduled for Wednesday, September 3, 2025, at 10:00 AM at the Elizabethtown Borough Building. Bidding documents are available exclusively through PennBid at https://pennbid.bonfirehub.com/, and all official notifications and addenda will be posted only on this platform.
The References section defines the contractual framework by incorporating industry standards and publications as of the bid date, establishing that these standards have the same force and effect as if bound directly into the contract documents. The document provides comprehensive lists of abbreviations and acronyms for industry organizations, code agencies, and government agencies, including entities such as ASTM International, ASCE, ASHRAE, and various trade associations relevant to construction and infrastructure projects. Compliance with standards in effect as of the contract document date is required unless otherwise indicated, and each construction entity engaged on the project is responsible for obtaining copies of applicable standards directly from publication sources. The document clarifies that the contractual relationship between parties shall not be altered by references to external standards, and disputes regarding conflicting specifications should be directed to the Engineer for clarification before proceeding.
