About this file

This is an Execution Requirements specification document for the Borough of Elizabethtown's sanitary sewer infrastructure project, prepared by Herbert, Rowland & Grubic, Inc. The specification establishes comprehensive execution standards for construction work including field engineering, testing and balancing, examination procedures, preparation requirements, and work execution protocols. The document mandates that contractors employ a land surveyor registered in Pennsylvania to locate, protect, and verify all survey control points and reference points, with submission of a site drawing certifying elevations and work locations in conformance with contract documents. Testing and adjusting activities must be reported by an independent firm to the Engineer, and contractors are required to examine existing site conditions, substrate surfaces, utility services, and roughing-in systems before proceeding with installation, with written notification of any defects or unsuitable conditions. The specification requires contractors to maintain minimum 8-foot headroom clearance in spaces without suspended ceilings, comply with all manufacturer installation instructions, secure products with positive anchorage devices, make uniform joints, adjust operating equipment for smooth operation, and clean the project site daily while managing waste materials according to NFPA 241 standards with disposal within 7 days during normal weather or 3 days when temperatures exceed 80°F.

The specification establishes strict cutting and patching procedures requiring advance written requests for work affecting structural integrity, weather resistance, efficiency, or visual qualities, with work executed using skilled installers and masonry saws or core drills for material cutting. Contractors must protect all installed construction through temporary coverings, prohibit traffic on waterproofed or roofed surfaces, prevent landscaping area access, and maintain daily cleaning of work areas and common spaces with proper containerization and legal disposal of hazardous waste. Progress cleaning must achieve necessary cleanliness levels for proper work execution, with removal of liquid spills, dust control through broom-cleaning or vacuuming, and debris removal from concealed spaces before enclosure. Defective work must be repaired or replaced with restoration of damaged substrates and finishes, operating components repaired or replaced if non-functional, and damaged exposed surfaces replaced if repairs would show visible evidence. The specification requires contractors to supervise construction operations to prevent harmful or damaging exposure during the construction period and to clean and maintain completed construction throughout the remainder of the construction phase.
