About this file
This is a Specification Section document for excavation work prepared by Herbert, Rowland & Grubic, Inc. for the Borough of Elizabethtown, Pennsylvania, related to the 2025 Sanitary Sewer Improvements Project (Contract No. 2025-01) and Contract 2026-01: Sewer Maintenance & Emergency Contract. The excavation specification details work including excavating for paving, roads, parking areas, and site structures, with requirements for unclassified excavation where no additional payment is provided for material difficulties. Key procedural requirements include notification to Pennsylvania One Call System, Inc. at least three working days before work begins to locate underground utilities, protection of existing utilities and structures, sloping of excavation banks to angle of repose, removal of loose matter and subsoil, and removal of lumped subsoil, boulders, and rock up to one-third cubic yard by volume. The contractor must prepare an excavation protection plan describing sheeting, shoring, and bracing materials under the direct supervision of a Professional Engineer licensed in Pennsylvania, and must request inspection of excavation and controlled fill operations in accordance with applicable code before subsequent work installation.
The specification requires contractors to verify utility locations and depths, maintain soil stability, protect excavation bottoms and adjacent soil from freezing, and prevent displacement of soil or utilities. Contractors are responsible for correcting over-excavated areas as directed by the Engineer, removing excess and unsuitable material from the site, and repairing or replacing items damaged during excavation. No specific pricing terms, set-asides, funding amounts, or incumbent information are provided within this technical specification document; such details would be contained in the bidding documents and contract terms available through PennBid.
