About this file

This is a technical specification document for concrete manholes and inlets prepared by Herbert, Rowland & Grubic, Inc., applicable to the Borough of Elizabethtown's sanitary sewer improvements project in Pennsylvania. The specification establishes requirements for modular precast Portland cement concrete manholes and precast polymer concrete structures with tongue-and-groove joints, covers, frames, and anchorage systems. The document details materials, construction standards, and installation procedures for manhole sections that must comply with ASTM C478 using 4,500 psi reinforced precast concrete. Precast concrete suppliers must be registered and certified under either the Prestressed Concrete Institute (PCI) or the National Precast Concrete Association (NPCA) plant certification program, with manufacturers limited to Monarch Precast Concrete, Terre-Hill Precast, or approved equals. Manhole covers and frames must be cast iron conforming to ASTM A48, Class 35B, meeting AASHTO Highway Loading Class H-20 specifications, with approved manufacturers including EJ and Neenah. The specification includes requirements for riser rings manufactured from expanded polypropylene, heat-shrinkable sleeve encapsulation systems, bedding materials using PennDOT 2A aggregate, and various pipe opening seals and connectors complying with ASTM C923 standards.

Installation procedures require that all precast concrete unit manufacturers be listed in PennDOT Bulletin 15, with manholes installed on compacted 8-inch layers of 2A coarse aggregate bedding material. The specification mandates vacuum testing of all completed manholes in accordance with Section 33 05 05.36 after backfilling is complete, with the joint between the manhole and frame included in testing requirements. All lifting holes must be sealed with tapered rubber plugs, and frame and cover elevation adjustments shall not exceed 12 inches, with frames set 1/8 inch below final pavement elevation in paved areas. Field quality control testing and acceptance procedures require Engineer oversight, and any manholes failing initial testing must be repaired or replaced at no additional expense to the Owner. The document references related specifications for concrete forming, reinforcing, cast-in-place concrete, earthwork, excavation, fill, and piping connections, establishing a comprehensive framework for manhole construction compliance across all project components.
