About this file
This Product Requirements specification document, prepared by Herbert, Rowland & Grubic, Inc., establishes the standards and procedures for product selection, delivery, storage, and handling for the Borough of Elizabethtown's sanitary sewer infrastructure projects. The specification defines product categories including named products, new products, and "or equal" alternatives, with basis-of-design products establishing quality benchmarks. The document outlines that contractors must provide products complying with specified requirements and reference standards, sourced from qualified manufacturers, with domestic products required unless otherwise specified. Delivery requirements mandate that products arrive in manufacturer's original sealed containers with intact labels and instructions, with prompt inspection for compliance and damage assessment. Storage and handling protocols require products to be maintained according to manufacturer's instructions in weathertight, climate-controlled environments for sensitive items, with periodic inspections to verify product condition and prevent deterioration, soiling, or damage.
Product selection procedures established in the specification provide multiple pathways for contractor compliance: when specifications name a single product and manufacturer, that named product must be provided; when multiple manufacturers are listed, contractors may select from the named options; and where basis-of-design products are identified, contractors may request substitution consideration through formal Request for Substitution procedures outlined in the General Conditions. Visual selection specifications allow Owner and Engineer discretion to select from manufacturers' standard or full range of colors, patterns, and textures depending on specification language. The specification requires that all products be new at time of installation and complete with necessary accessories, trim, finish, and fasteners for full installation, with standard products preferred when available and suitable for the project's municipal sewer infrastructure applications.
