Quality Requirements Specification
This is a Quality Requirements specification document prepared by Herbert, Rowland & Grubic, Inc. for the Borough of Elizabethtown's sanitary sewer infrastructure project in Pennsylvania. The specification establishes the minimum quality standards, control procedures, and assurance protocols that the contractor must maintain throughout the construction of the 2025 Sanitary Sewer Improvements Project. The document outlines requirements for quality control monitoring of suppliers, manufacturers, products, services, site conditions, and workmanship; specifies qualification standards for manufacturers, fabricators, professional engineers, testing agencies, and factory-authorized service representatives; and defines tolerance control procedures to ensure acceptable work product. The contractor is required to employ an independent testing agency authorized to operate in Pennsylvania to perform specified testing and inspections both on and off the project site, with a full-time specialist on staff to review services and maintain calibrated testing equipment. All testing agencies must submit detailed inspection reports to the engineer, contractor, and authorities having jurisdiction, documenting sampling dates, test results, product identification, location in the project, and conformance with contract documents, with any retesting required due to nonconformance charged to the contractor.
The specification mandates compliance with manufacturers' recommended tolerances and reference standards unless contract documents specify more stringent requirements, and requires contractors to request clarification from the engineer before proceeding if conflicting tolerances or standards are encountered. Labeling requirements mandate that all products, assemblies, and systems include manufacturer or fabricator identification, approved agency identification, model numbers, serial numbers, and performance characteristics on each label. The contractor bears full responsibility for quality assurance and must employ qualified personnel to produce the required work, with the understanding that independent testing agency employment does not relieve the contractor of obligations to perform work according to contract document requirements. The specification explicitly limits testing agency authority, prohibiting them from releasing, revoking, or altering contract requirements; approving or accepting any portion of work; assuming contractor duties; or stopping work.

1.3 QUALITY ASSURANCE
A. General: Qualifications paragraphs in this Article establish the minimum qualification levels required; individual Specification Sections specify additional requirements.
B. Manufacturer Qualifications: A firm experienced in manufacturing products or systems similar to those indicated for this Project and with a record of successful in-service performance, as well as sufficient production capacity to produce required units.
C. Fabricator Qualifications: A firm experienced in producing products similar to those indicated for this Project and with a record of successful in-service performance, as well as sufficient production capacity to produce required units.
Herbert, Rowland & Grubic, Inc. 01 40 00 - 2 000598.0465
D. Professional Engineer Qualifications: A professional engineer who is legally qualified to practice in jurisdiction where Project is located and who is experienced in providing engineering services of the kind indicated. Engineering services are defined as those performed for installations of the system, assembly, or product that are similar to those indicated for this Project in material, design, and extent.
E. Testing Agency Qualifications: An NRTL, an NVLAP, or an independent agency with the experience and capability to conduct testing and inspecting indicated, as documented according to ASTM E 548; and with additional qualifications specified in individual Sections; and where required by authorities having jurisdiction, that is acceptable to authorities:
1. NRTL: A nationally recognized testing laboratory according to 29 CFR 1910.7.
2. NVLAP: A testing agency accredited according to NIST's National Voluntary
Laboratory Accreditation Program.
F. Factory-Authorized Service Representative Qualifications: An authorized representative of manufacturer who is trained and approved by manufacturer to inspect installation of manufacturer's products that are similar in material, design, and extent to those indicated for this Project.
1.4 TOLERANCES
A. Monitor fabrication and installation tolerance control of products to produce acceptable Work. Do not permit tolerances to accumulate.
B. Comply with manufacturers' recommended tolerances and tolerance requirements in reference standards. When such tolerances conflict with Contract Documents, request clarification from Engineer before proceeding.
C. Adjust products to appropriate dimensions; position before securing products in place.
1.5 REFERENCES
A. For products or workmanship specified by association, trade, or other consensus standards, comply with requirements of standard except when more rigid requirements are specified or are required by applicable codes.
B. Conform to reference standard by date of issue current as of date of Contract Documents except where specific date is established by code.
C. Obtain copies of standards and maintain on Site when required by product Specification Sections.
D. When requirements of indicated reference standards conflict with Contract Documents or where conflicting standards are specified, request clarification from Engineer before proceeding.
E. Neither contractual relationships, duties, or responsibilities of parties in Contract nor those of Engineer shall be altered from Contract Documents by mention or inference in reference documents.
