About this file

This is a specification document for Anti-Pollution Measures prepared by Herbert, Rowland & Grubic, Inc. for the Borough of Elizabethtown's sanitary sewer infrastructure projects in Pennsylvania. The document outlines the contractor's environmental compliance obligations for the 2025 Sanitary Sewer Improvements Project (Contract No. 2025-01) and the 2026-01 Sewer Maintenance & Emergency Contract. The specification requires contractors to comply with all Federal and State statutes, rules, and regulations concerning environmental pollution prevention and public natural resources preservation pursuant to Pennsylvania Act No. 247. For projects involving earthmoving activities, contractors must develop, implement, and maintain an erosion and sedimentation control plan in accordance with DEP Regulation Chapter 102 and submit the plan for review by the County Conservation District and approval by the local political subdivision and Engineer before commencing work.

The Anti-Pollution Measures specification serves as a supplemental requirement to the General Conditions (Section 00 72 00) and establishes baseline environmental stewardship standards applicable to all contractors bidding on these municipal sewer projects. The specification does not provide pricing terms, set-asides, or funding information, but rather establishes mandatory environmental compliance protocols that bidders must acknowledge and agree to implement. Contractors must have erosion control plans available at earthmoving sites, and if no plan is provided in the contract documents, contractors are responsible for developing their own plan subject to regulatory review and approval before work authorization.
