About this file
This is a technical specification document for thrust restraint systems for utility piping prepared by Herbert, Rowland & Grubic, Inc., for the Borough of Elizabethtown's sanitary sewer infrastructure projects in Pennsylvania. The specification establishes requirements for pipe joint restraint devices to be installed at bends, tees, and directional changes in pressure pipelines. Three primary restraint system types are specified: mechanical restrained joints utilizing ASTM A 536-80 ductile iron follower glands with twist-off nuts rated for minimum 250 psi working pressure with 2:1 safety factor; push-on restrained joints including bolted retainer rings or boltless locking segment systems such as TR Flex, Flex-Ring, Snap-Lok, and Field Lok 350 assemblies; and restraint harnesses for PVC pipe utilizing ductile iron devices conforming to ASTM A536 with thermoset epoxy coating and split serrated rings. The specification references AWWA standards for ductile-iron and PVC pressure piping and mandates coordination with Section 33 31 00 for sanitary sewerage piping requirements. All restraint devices require phosphate wash pretreatment and protective coatings, with mechanical joints receiving fluoropolymer liquid coating and casting bodies receiving electrostatically applied polyester powder coating for corrosion and UV resistance.
Submittals must include manufacturer catalog information, shop drawings with piece numbers and locations, design calculations with signed and sealed drawings by a licensed Professional Engineer experienced in the Commonwealth of Pennsylvania, and detailed installation instructions addressing storage and handling procedures. The manufacturer and fabricator must demonstrate minimum three years of documented experience in the specified products. Materials must be inspected upon delivery in original manufacturer packaging and stored in clean, dry locations remote from construction operations per manufacturer specifications. Installation requires mechanical locking of joints to prevent separation, with field measurements verified prior to fabrication and recorded on final closeout documents. No pricing, budget information, set-asides, or contract award timelines are addressed within this technical specification section.

PART 2 - PRODUCTS
2.1 PERFORMANCE AND DESIGN CRITERIA
A. Provide pressure pipeline with restrained joints at each bend, tee, and change in
Herbert, Rowland & Grubic, Inc. 33 05 09.33 - 3 000598.0465 direction.
2.2 RESTRAINED JOINTS
A. Mechanical Restrained Joints: Mechanical joint restraint consisting of follower gland which when actuated imparts multiple wedging action against the pipe, increasing its resistance as the pressure increases. ASTM A 536-80 ductile iron follower gland of dimensions such that it can be used with AWWA C153 mechanical joints. Restraining devices shall be made of ductile iron, heat treated to a minimum hardness of 370 BHN.
Twist-off nuts shall be used to insure proper actuating of the restraint device. Restraint device shall have a 250 psi minimum working pressure with 2:1 minimum safety factor.
Coating for restraint devices shall consist of the following:
1. All wedge assemblies and related parts shall be processed through a phosphate wash, rinse, and drying operation prior to coating application. The coating shall consist of a minimum of two coats of liquid fluoropolymer coating with heat cure to follow each coat.
2. All casting bodies shall be surface pretreated with a phosphate wash, rinse, and sealer before drying. The coating shall be electrostatically applied, and heat cured. The coating shall be a polyester based powder to provide corrosion, impact, and UV resistance.
