About this file
This is a technical specification document for Structure Demolition prepared by Herbert, Rowland & Grubic, Inc., applicable to the Borough of Elizabethtown's sanitary sewer improvements project in Pennsylvania. The specification outlines requirements for demolishing and removing structures and site elements, disconnecting and capping or sealing utilities, and managing abandoned in-place or removed site utilities. Key deliverables include selective demolition with neatly cut openings, utility disconnection and capping per work orders, removal and salvage of specified items (including manhole frames and covers, steel plates, and inlet frames and grates), and proper disposal of all demolished materials at EPA-approved landfills. The contractor must conduct preconstruction videotape documentation per Section 01 32 33 and maintain a survey of existing conditions. A mandatory pre-bid conference is scheduled for Wednesday, September 3, 2025, at 10:00 AM at the Elizabethtown Borough Building, with sealed bids opening on Monday, September 15, 2025, at 10:00 AM. For Contract 2026-01 (Sewer Maintenance & Emergency Contract), sealed bids are due by 10:00 AM on Tuesday, June 16, 2026, with no pre-bid conference required.
The specification requires compliance with ANSI A10.6 and NFPA 241 standards, along with all applicable federal and state hauling and disposal regulations. Unless otherwise indicated, demolition waste becomes contractor property, but items of value to the owner must be carefully salvaged and returned. Products specified include cement-based dry-pack grout conforming to ASTM C1107 (Grades B or C) and commercially available plugs or caps for pipe abandonment. The contractor bears sole responsibility for identifying hazardous materials present in structures to be demolished. Storage or sale of removed items on-site is prohibited, and the contractor must maintain existing utilities in operation, conduct temporary shoring as needed to preserve stability, and remove all liquid and sludge waste necessary to perform the work. Bidding documents are available exclusively through PennBid (https://pennbid.bonfirehub.com/), with all addenda and notifications posted on this platform only.

Seal remaining portions or pipe and fill in remaining portions of the structure and leave in place.
B. Remove: Detach items from existing construction and legally dispose of them off-site, unless indicated to be removed and salvaged or removed and reinstalled.
C. Remove and Return to Owner: Detach items from existing construction and deliver them to Owner.
D. Existing to Remain: Existing items of construction that are not to be permanently removed and that are not otherwise indicated to be removed, removed, and salvaged, or removed and reinstalled.
1.3 MATERIAL OWNERSHIP
A. Unless otherwise indicated, demolition waste becomes property of Contractor.
B. Items identified on the Contract Drawings or other items of interest or value to Owner that may be uncovered during demolition, shall remain the property of Owner:
1. Carefully salvage in a manner to prevent damage and promptly return to Owner.
1.4 QUALITY ASSURANCE
A. Regulatory Requirements: Comply with hauling and disposal regulations of authorities having jurisdiction.
B. Standards: Comply with ANSI A10.6 and NFPA 241.
1.5 PROJECT CONDITIONS
A. Existing facilities must remain in operation through the construction period until such time as new construction is accepted and placed into operation. Conduct demolition so utility services will not be disrupted unnecessarily.
Herbert, Rowland & Grubic, Inc. 02 41 16 - 2 000598.0465
B. Notify Engineer of discrepancies between existing conditions and Contract Drawings before proceeding with selective demolition.
C. Hazardous Materials: It is not known if hazardous materials are present in structures to be demolished. The Contractor is solely responsible to determine if and where any hazardous materials are present.
D. Storage or sale of removed items or materials on-site is not permitted.
E. Utility Service: Maintain existing utilities indicated to remain in service and protect them against damage during selective demolition operations
PART 2 - PRODUCTS
2.1 PLUGS
A. Grout Plugs: Cement-based dry-pack grout conforming to ASTM C1107, Grade B or C.
B. Manufactured Plug: Commercially available plug or cap specifically designed and manufactured to be used with pipe being abandoned.

– Temporary Facilities and Controls.
B. Temporary Shoring: Provide and maintain shoring, bracing, thrust restraint, and structural supports as required to preserve stability and prevent movement, settlement, or collapse of construction and finishes to remain, and to prevent unexpected or uncontrolled movement or collapse of construction being demolished:
1. Strengthen or add new supports when required during progress of selective demolition.
C. Contractor is responsible for removal of all liquid and sludge waste as necessary to perform the work as indicated in the Contract Documents.
