CBP Request for Information (RFI) for CBP Medical Services (Pre/Post Employment)
U.S. Customs and Border Protection (CBP) is conducting a Request for Information (RFI) to gather market research for a future medical services contract supporting pre- and post-employment medical needs. The contract will require nationwide medical service provisions including pre-employment medical examinations, fitness testing, drug testing, and medical consultations for various CBP employee positions such as Border Patrol Agents, CBP Officers, and Criminal Investigators. Key contract requirements include maintaining medical facilities within 60 miles of candidate locations across the United States and territories, operating an HHS-certified laboratory capable of processing 12,000 specimen tests annually, and providing web-based scheduling and data management systems. Interested vendors must submit white paper responses by March 24, 2025, with preliminary questions due by March 10, 2025. The procurement will follow NAICS code 621999 for miscellaneous ambulatory health care services, and respondents are limited to 20-page submissions detailing corporate overview, references, and technical capabilities.
Historical testing volumes indicate significant service requirements, with medical examinations increasing from 17,828 in FY2021 to 42,646 in FY2024, and fitness tests growing from 5,360 to 53,829 during the same period. There are no specific set-aside designations for this procurement, suggesting full and open competition. CBP anticipates awarding the contract to begin in November 2026, with an initial 90-day implementation period. The contractor must maintain strict performance metrics, including a 95% accuracy rate for medical assessments and testing. While specific award value is not disclosed, the extensive service requirements and growing testing volumes suggest a substantial multi-year contract potential. The procurement will require a comprehensive medical services provider with significant nationwide operational capabilities, advanced technological infrastructure, and expertise in managing complex federal medical screening and testing programs.
