About this opportunity

FEMA is issuing a Request for Information to conduct market research on emergency medical membership access, medical evacuation, and related transportation services for FEMA Region IX (Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands) with a response deadline of September 16, 2026, at 1:00 PM ET.

FEMA seeks industry feedback on commercial practices, service models, geographic coverage, rapid-response capabilities, pricing methodologies, subcontracting arrangements, and suitable acquisition structures to refine the requirement and acquisition strategy. The scope encompasses 24/7 clinical intake and emergency dispatch, coordinated medical transportation by ground and fixed-wing and rotary-wing air ambulance, medical escorts on commercial transportation, specialized transport capabilities including critical-care and infectious-disease services, backup resources and continuity arrangements, permits and international clearances, and comprehensive reporting and invoicing.

FEMA is considering a commercial indefinite-delivery indefinite-quantity contract under FAR Parts 12 and 16.5 with a firm-fixed-price membership or readiness component combined with fixed-unit-price mission services. The anticipated NAICS codes are 621910 and/or 621999, with PSC Q999. Contractors should address contract structure options (single-award, multiple-award, regional, or national), pricing methodologies for twelve proposed CLINs, subcontracting arrangements, geographic coverage capabilities, operational and backup procedures, regulatory requirements, and pricing for extraordinary costs. Responses must not exceed 20 single-sided pages in Microsoft Word or PDF format with 12-point Franklin Gothic Book font, submitted to Contracting Officer Keturah Stroy (Keturah.Stroy@fema.dhs.gov). This RFI is for information-gathering only; responses are not offers and cannot form binding contracts.
