About this opportunity

The Defense Health Agency is issuing a Request for Information on a Virtual Physical Therapy Program and will accept responses by August 6, 2026, though this RFI is market research only and does not commit the government to contract or obligate it to reimburse response costs. The requirement is to deliver musculoskeletal and pelvic floor physical therapy to active-duty service members, spouses, and servicewomen using a virtual platform integrating advanced sensor technology, artificial intelligence-enabled biomechanic feedback, and clinical oversight by a licensed Doctor of Physical Therapy. No set-aside is anticipated. Place of performance includes CONUS locations (including Portsmouth), Fort Cavazos, Texas (for pelvic floor services), OCONUS (Bahrain), and operational environments with barriers to traditional physical therapy access. The Virtual PT Platform must integrate with DHA's Amwell telehealth system at award and comply with NIST SP 800-171 cybersecurity requirements. Services encompass all necessary hardware (including FDA-listed biofeedback devices independent of internet connectivity), software, program management, data analytics, electronic enrollment mechanisms, outcome-based billing processes, and monthly and quarterly reporting including end-of-pilot impact reports with ROI estimation. The musculoskeletal program targets full enrollment within six months; the pelvic floor program is pilot-based at a single military medical center. Potential NAICS codes are 621999 or 621340. Interested vendors should submit detailed capability statements addressing administrative information, Performance Work Statement feedback, and capability approaches via email to Contracting Officer Linda Walker or Contract Specialist Destiny Wood, with proprietary information clearly marked.

Notice text

This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not seeking proposals at this time and will not accept unsolicited proposals. Vendors are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP that may be issued.

The contractor shall deliver musculoskeletal and pelvic floor physical therapy for beneficiaries using advanced sensor technology, artificial intelligence-enabled biomechanic feedback, digital and virtual patient engagement, and clinical oversight by licensed Doctor of Physical Therapy.

The contractor shall deliver remote physical therapy services to the target populations described in the Performance Work Statement using digital delivery only. Services include all necessary hardware, software, program management, data analytics, and clinical oversight to deliver quality physical therapy to beneficiaries resulting in clinically meaningful outcomes and improvements. The contractor shall accomplish clinically meaningful outcomes as a result of virtual physical therapy delivery. The Virtual PT Platform must be able to be delivered via DHA’s telehealth platform, Amwell, at the time of award.
