About this opportunity

Amendment 0004, effective June 25, 2026, cancels solicitation 70LGLY26RGLB00005 in its entirety due to unavailable funds. The Department of Homeland Security Federal Law Enforcement Training Centers had solicited Enterprise Health Unit Services for four Training Delivery Points—Glynco, Georgia; Artesia, New Mexico; Charleston, South Carolina; and Cheltenham, Maryland—as a competitive Woman-Owned Small Business Set-Aside with proposals originally due July 1, 2026 at 12:30 PM Eastern Time.

The solicitation sought a single firm fixed-price Requirements-type contract with task orders for each site to operate and staff health clinics providing occupational health screenings, medical surveillance programs, emergency medical response, immunizations, laboratory testing, pharmacy services, and patient transport. The contractor was required to maintain minimum staffing including physicians (minimum 20 hours weekly per site), physician assistants, nurse practitioners, registered nurses, and medical assistants, all meeting state licensure and DHS credentialing requirements. The base performance period ran June 1, 2026 through May 31, 2027, with four optional one-year renewal periods extending through May 31, 2031.

Place of performance encompassed all four training delivery points, with Cheltenham requiring the contractor to secure an off-site CLIA-compliant medical facility within 25 miles given absence of on-site health infrastructure. The NAICS code was 621999, All Other Miscellaneous Ambulatory Health Care Services, with a $20.5 million small business size standard. The PSC code was R499, Support—Professional: Other. The government provided facilities, utilities, select medical equipment, computers, software access, and vehicles at three sites; the contractor assumed costs for formulary procurement, medical supplies, and staff training.

Prior to cancellation, Amendment 0003 extended the proposal deadline to July 1, 2026 at 12:30 PM Eastern Time; Amendment 0002 had extended to June 11, 2026; and Amendment 0001 released questions and answers with technical exhibits TE 3-13 through 3-19 added. Attachment 21 Revision 1 corrected formula errors in the pricing table. The solicitation incorporated provisions and clauses current through Federal Acquisition Circular 2026-01 dated March 13, 2026. The government reserves the right to cancel before or after the closing date without obligation to reimburse offeror costs.
