About this opportunity
Immigration and Customs Enforcement is posting the current Performance Work Statement for its DHS medical staffing strategic sourcing vehicle for industry reference, effective immediately with a notice posting deadline of September 30, 2026. This is not a request for proposals or quotes; submitted proposals will not be reviewed.
The PWS describes broad-range medical and administrative staffing support services delivered 24/7/365 to the ICE Health Service Corps to provide healthcare to ICE detainees and support other DHS operational needs. Service areas include clinical staffing across physicians, advanced practice providers, registered nurses, pharmacists, emergency medicine specialists, behavioral health providers, dentists, dental hygienists, and allied health professionals; access to specialized medical subject matter experts for real-time consultation; temporary and surge staffing solutions; and remote telehealth services where operationally appropriate.
The contractor must maintain 100 percent of full-time equivalent positions with 92 percent aggregate monthly staffing compliance. Services must comply with recognized state and national standards, ICE Performance-Based National Detention Standards 2011, ICE Family Residential Standards, PREA standards, and current ICE and IHSC policies. Key personnel—Project Manager, Deputy Project Manager, Lead Contract Services Manager, and on-site Clinical Services Manager, Nurse Manager, and Contract Services Manager—require government approval. The Project Manager must hold a bachelor's degree and six years of healthcare management experience.
All contractor employees require background investigations and preliminary fitness determinations through ICE Personnel Security Division before commencing work. Compensation is hourly by position category with overtime allowable at 1.5 times base rate under federal staff vacancy or government mission requirements. The vehicle operates as an IDIQ with task orders issued for specific locations and staffing levels.

The purpose of this special notice is to publicly post a copy of the most recent performance work statement (PWS) of the Department of Homeland Secuirty (DHS) strategic sourcing vehicle for medical staffing services for reference to industry. There have been minor revisions to the PWS from the initial award which have resulted in questions from industry relating to awards that have been made under the scope of the strategic sourcing vehicles. These revisions have been determined to be within scope of the parent contract.
This special notice is NOT a request for proposals or quotes. Any submitted quotes or proposals will not be reviewed.
