About this opportunity
The Department of Homeland Security U.S. Secret Service seeks onsite drug testing services for its workforce and applicants, with quotes due August 26, 2026 at 2:00 PM EDT and questions due August 21, 2026 at 4:00 PM EDT. This solicitation (70US0926Q70092860) is set aside 100% for Women-Owned Small Businesses and is a re-compete of the prior contract.
Place of performance is Washington, DC 20223, with primary collection sites at USSS Headquarters, the James J. Rowley Training Center in Laurel, Maryland, and USSS hiring event locations in the National Capital Region. Work occurs Monday through Friday, 8:00 AM to 4:30 PM, except federal holidays, with potential weekend availability required for hiring events occurring approximately quarterly.
The contractor must provide certified urine specimen collectors for six test types—Random, Voluntary, Reasonable Suspicion, Accident or Unsafe Practice, Follow-up, and Pre-Employment—at a minimum random testing rate of 10% of the workforce. The government estimates 1,500 onsite collections annually, though historical data indicates 700 to 800 per year. All collectors require prior USSS background clearance and suitability assessment (minimum Tier 1 NACI for Low Risk positions; Tier 4 for High Risk positions) and must complete formal training per DHHS Guidelines and USSS Drug Deterrence Program procedures. The contractor maintains one primary collector and three backup collectors.
The contract is firm fixed-price for one base year and four one-year option periods. Award will be made on a lowest-price technically acceptable basis, with technical approach and price weighted equally. Technical approach is evaluated as acceptable or not acceptable based on demonstrated ability to perform; price is evaluated for reasonableness without scoring. Quoters submit two volumes: Technical Approach (10 pages maximum) and Price (no page limit). Liquidated damages apply for collector tardiness, failure to appear, and CCF completion errors resulting in specimen rejection. NAICS code is 621999; PSC is Q999.
