SUBJECT: Negotiation Summary Task Assignment DC026C (HW685)
DATE: Dec 21, 2023
This Task Assignment authorizes WSP USA Inc. to conduct Annual Groundwater Monitoring and develop a
RAPMOD at and for Dry Cleaning Depot. The total cost for this project is $28,151.76 with 155 total labor hours. A site access agreement was reached with the property owner dated April 7, 2021.
Subtask 1:
Project Management is automatically calculated as a percentage of total labor in accordance with
Contract HW685.
Subtask 2:
WSP will collect groundwater samples from the 30 monitor and injection wells as laid out in the
December 20th, 2023 Scope of Work (MW001R1, MW007, MW035, MW008, MW037, MW040, MW010R, MW011R, MW012R, MW014, MW015R, MW019, MW020, MW022, MW023, MW038, MW039, MW041, MW042, MW043, MW044, MW045, IW-A (80), IW-B (80), IW-C (80), IW-D (80), IW-E (80), IW-F (80), IWG(80), and IW-K(80)). All samples will be analyzed for chlorinated VOCs using EPA Method 8260B.
Upon the receipt of analytical results, WSP will determine if off-site notifications are required. IDW purge water will be stored in 55-gallon drums during the sampling event and then transferred for proper disposal.
Subtask 3:
WSP will revise the June 2023 RAPMOD proposal to include the updated groundwater data. The RAPMOD submitted for FDEP approval will be comprised of the following:
A brief discussion of recent site activities.
Proposed injection well construction details for new shallow injection well.
Recommended dosage concentrations and volumes of carbon source and bioaugmentation amendment.
Amendment injection procedures.
Underground Injection Control Notice.
Proposed injectant and a table summarizing injectant concentrations, volumes, locations/depths.
Figure depicting approximate injection locations.
Quarterly groundwater monitoring plan.

RE: REVISED COST PROPOSAL FOR DRY CLEANING DEPOT
ANNUAL GROUNDWATER MONITORING AND REVISED RAP MODIFICATION PROPOSAL
1320 WEST SUNRISE BOULEVARD
FORT LAUDERDALE, BROWARD COUNTY, FLORIDA
FACILITY IDENTIFICATION NUMBER: ERIC_4158
PROPOSED TASK ASSIGNMENT: HW685_HW026C
Dear Mr. McGrane:
WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal to complete annual groundwater monitoring activities and prepare a revised Remedial Action Plan Modification (RAPMOD) for the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort (LOE) sheets for each subtask, and a Cost Estimate Form (CEF) that summarizes the costs of the proposed services. The proposed scope of services is described below.
RECENT SITE HISTORY
In June 2023, WSP submitted a RAPMOD to the DEP, recommending further enhanced bioremediation injections in the shallow and deep zones in the source area, followed by quarterly groundwater performance monitoring. In addition, WSP recommended a bioaugmentation component such that the Dehalococcoides concentrations can be increased in the shallow and deep surficial aquifer intervals. The goal of the proposed RAPMOD activities was to reduce chlorinated volatile organic compounds (VOC) concentrations in groundwater to levels below the Natural Attenuation Default Concentrations (NADCs). WSP and DEP discussed the RAPMOD during the September 6, 2023 site review meeting in Tallahassee, Florida. The DEP requested that WSP complete an updated groundwater monitoring event and revise the RAPMOD since downgradient and upgradient monitoring well data was beyond 270 days.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in
Mr. Patrick McGrane Proposal No. 202208346
Florida Department of Environmental Protection December 12, 2023 accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 – ANNUAL GROUNDWATER MONITORING
WSP proposes to collect groundwater samples from the following 20 wells: MW001R1, MW007, and MW035 in the shallow zone of the surficial aquifer; MW008, MW037, and MW040 in the intermediate zone of the surficial aquifer;
and MW010R, MW011R, MW012R, MW014, MW015R, MW019, MW020, MW022, MW023, MW038, MW039, MW041, MW042, MW043, MW044, MW045, IW-A (80), IW-B (80), IW-C (80), IW-D (80), IW-E (80), IW-F (80), IW- G (80), and IW-K (80) in the deep zone of the surficial aquifer. The attached figures (Figures 2, 3, 7, 8, and 9) from the June 2023 Remedial Action Plan Modification Report, show the monitoring well locations and chlorinated VOC results for the shallow, intermediate, and deep zones of the surficial aquifer. Monitoring wells MW007, MW008, MW014, MW015R, MW022, and MW023 will be used as temporary point of compliance (TPOC) wells. Note:
monitoring wells MW014 and MW015R have previously been tasked for sampling; however, WSP has not been able to obtain an updated offsite access agreement. WSP will again attempt to obtain an updated agreement prior to mobilization and in person, if necessary.
Before groundwater sampling, the depth to groundwater will be measured at accessible monitoring well using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced as necessary.
Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP-SOP-001/01) dated January 2017 (effective April 16, 2018). Before collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.
The groundwater samples will be delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified, fixed-base laboratory for analysis of chlorinated VOCs using EPA Method 8260B. Upon receipt of the laboratory analytical results, WSP will evaluate the constituent concentrations to determine if off-site notification is required.
Investigation Derived Waste WSP will temporarily store the investigation-derived waste (IDW) purge water generated from the groundwater sampling event in a 55-gallon steel drum(s). A waste characterization sample will be collected from the IDW drum(s) for analysis of total VOCs using EPA Method 8260. If the waste characterization sample is acceptable to the disposal subcontractor, the IDW drum(s) will be picked up and transported to a facility for proper disposal. A non-hazardous waste manifest will be provided by the disposal subcontractor upon delivery to the disposal facility.
Interim Deliverable Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, laboratory chain-of-custody documentation, and non-hazardous waste manifest.
SUBTASK 3 – RAPMOD
WSP will revise the June 2023 RAPMOD to include the updated groundwater monitoring data. The revised RAPMOD will include the following:
A brief discussion of recent site activities.
Proposed injection well construction details for new shallow injection well.
Proposed injection locations and depths.
Recommended dosage concentrations and volumes of carbon source and bioaugmentation amendment.
Amendment injection procedures.
Underground Injection Control Notice.
Proposed injectant and a table summarizing injectant concentrations, volumes, locations/depths.
Figure depicting approximate injection locations.
Quarterly groundwater monitoring plan.
HEALTH AND SAFETY
WSP will prepare a site-specific Health and Safety Plan for the fieldwork. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high-visibility safety vests, and steel-toed boots. A safety job briefing will be conducted before the start of work activities, and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the scope of work is $28,151.76. WSP will tentatively schedule the groundwater sampling event for December 2023. The LOE/CEF cost sheets are included in Attachment A. The subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
