SUBJECT: Negotiation Summary Task Assignment DC041B (HW685)
DATE: April 25, 2024
This Task Assignment authorizes WSP USA Inc. (WSP) to conduct a Site Assessment at the Atlantic Dry
Cleaners site in Jacksonville, Florida.
The total cost for this project is $111,812.28 with 435 total labor hours. All work is to be completed in accordance with the April 24, 2024, Scope of Work, Cost Estimate, and Bid Documentation.
WSP may invoice according to the included schedule.
Subtask 1:
Project Management is automatically calculated as a percentage of total labor in accordance with
Contract HW685.
Subtask 2:
Following a utility locate performed for identification of underground utilities, WSP will begin site assessment. The assessment is split into three events. They are as follows:
Event 1:
o Lithology Boring
A lithology bore will be advanced to 50ft or refusal, whichever occurs first.
o Soil Sampling
WSP will collect a total of 40 soil samples from 10 different locations.
All samples collected will be analyzed for the full list of VOCs using EPA Method
8021.
o MAGS Well and Vacuum Monitoring Point Installation
Seven soil sampling locations will be converted into MAGS wells.
Of these seven wells, three will be used for sampling, the other four will be utilized as VMPs.
WSP assumes with the estimated depth to water being 6 feet bls, the wells will be screened from 1ft-5ft, or one foot above the water table.
o DPT Groundwater Profiling
Nine locations were selected and approved for DPT sampling.
At these locations, groundwater samples will be collected at five, 10-foot depth intervals for a total of 45 groundwater samples.
o Monitoring Well Installation
WSP will install 7 shallow monitoring wells (MW001S-MW007S) across the water table at the site.
These wells are assumed to be screened from 5-15 feet bgs.
One intermediate monitoring well (MW001l) will be installed near the suspected source area (former drycleaning machine).
This well is assumed to be screened from 40-50 feet bgs.
o Surveying
A professional survey will be performed by a licensed surveyor following monitoring well installations.
Event 2:
o MAGS Investigation
A MAGS event will be performed to identify potential source areas. Samples will be analyzed via TO-15 analysis.
The procedures to be performed during the MAGS event, as described in the
Scope of Work, are approved by The Department and are not to be deviated from.
Event 3:
o Groundwater and IDW Sampling
All eight of the newly installed monitoring wells will be sampled and analyzed for the full list of VOCs using EPA Method 8021.
IDW generated during assessment activities will be temporarily stored on site. A profile analysis will be performed prior to transport and disposal by the selected subcontractor.
Subtask 3:
All costs related to PFAS sampling are contained in this Subtask. This includes required labor hours and all sampling equipment. In total, all eight wells will be analyzed for PFAS compounds. IDW transport and disposal costs are also included.
Subtask 4:
Following the completion of site assessment activities, WSP will submit a Site Assessment Report summarizing their findings, describing the analytical results, and provide The Department with conclusions and recommendations based on the collected data.

Subject: Atlantic Dry Cleaners (ERIC_4614) - Site Assessment Work Plan - Review Date: Friday, December 22, 2023 2:08:19 PM Attachments: image001.jpg
All – I’ve reviewed the subject work plan. I recommend its approval. WSP should consider the following comments during implementation:
It’s not clear whether WSP intends to await DPT groundwater data in order to determine MW locations or install the proposed MWs based on limited to no data. We have tried both of these approaches and either is acceptable. While it’s more common to await laboratory data from DPT GW profiling, the other approach can save a mobilization and potentially can save on costs. Would it make sense to install several shallow MWs at the start of the field work, have the field crew survey tops of casings relative to an arbitrary datum, measure water levels, and determine GW flow direction prior to completing DPT GW profiling and installation of the remainder of the MWs?
If the estimated GW flow direction (NW) is correct and given the distance between DPT-1 and DPT-3, WSP might consider adding a DPT location about midway between these two points (in one of the parking spaces either out in the parking lot or close to the front of the building).
I noticed some 55-gallon drums inside the facility that did not appear to be in secondary containment. Secondary containment may not be required depending on the contents, but WSP might consider a gentle reminder to the tenants regarding compliance requirements.

ProCheck Inspections appreciates the opportunity to provide this proposal. Feel free to contact me at any time if you have any questions, or if you need additional information.
SCOPE OF WORK
We understand the scope to be to search for underground utilities as identified by the customer on the provided attachment/site map that includes identifying the primary utilities only that are associated with the dry cleaner section of the facility. In addition, we will focus on 26 locations for borings and monitoring wells. We will attempt to trace any utilities for which there are structures visible from the work area, and mark said utilities with paint and flags where possible. The client will be responsible to provide drawings or notify ProCheck Inspections of any utilities known to be entering the work area for which there are no apparent surface features or structures that are visible from the work area. The areas should be laid out, marked, and cleared of obstructions prior to our arrival.
EQUIPMENT
350 MHz Hyperstacking GPR Antenna. The antenna is mounted in a stroller frame which rolls over the surface. The surface needs to be reasonably smooth and unobstructed in order to obtain readable scans. Obstructions such as curbs, landscaping, standing water, and vegetation will limit the feasibility of GPR. The data is displayed on a screen and marked in the field in real time. GPR works by sending pulses of energy into a material and recording the strength and the time required for the return of the reflected signal. Reflections are produced when the energy pulses enter a material with different electrical properties from the material it left. The strength of the reflection is determined by the contrast in signal speed between the two materials. The total depth achieved can be as much as 8’ or more with this antenna but can vary widely depending on the conductivity of the materials. The patented hyperstacking antenna can improve depth penetration and resolution when compared with a traditional GPR antenna.
Electromagnetic Pipe Locator. The EM locator can detect the electromagnetic fields from live power or radio frequency signals. It can also be used in conjunction with a transmitter to connect directly to accessible, metallic pipes, risers, or tracer wires. A current is sent through the pipe or tracer wire at a specific frequency and the resulting EM field can then be detected by the receiver. The receiver is moved over the surface without contacting the ground, so it is not affected by terrain. Depths provided should always be treated as estimates as their accuracy can be affected by multiple factors. Depths achieved can be as much as 20’ depending on the type of signal being traced or methods used.

TERMS & CONDITIONS
1. ProCheck Inspections provides Ground Penetrating Radar (GPR) services in underground applications, including assisting in location services in accordance with ASCE Standard 38-02, Quality Level “B”. GPR is a great tool for detecting objects underground, however, site restrictions and environmental conditions can limit the accuracy and effective depth of GPR. For underground scanning, depth is completely dependent on the composition of soils in the area being surveyed. Customer fully understands that for every foot in depth penetration with the GPR equipment, the pipe/utility must be at least 1” in diameter to be located. For example, at 4 feet in depth, the pipe/utility must be 4” or larger to be detected. Some types of pipes are very difficult to locate, such as clay or concrete pipes, transite piping, and empty PVC type pipes. Given these factors, ProCheck Inspections CANNOT guarantee it will be able to locate ALL utilities on site.
2. Our goal is to provide you with the best answers possible to your questions regarding what lies below the surface, and where it is located. Customer acknowledges that they understand the fact that our answers are based upon the quality of the data retrieved and what ProCheck Inspections believes lies below the surface. The decision to proceed with boring or excavations of any manner, type, or method, it under the sole discretion of the customer and customer assumes full liability for aforementioned processes.
3. ProCheck Inspections will not accept liability for an inaccurate interpretation or any other reason, and customer agrees to release and indemnify ProCheck Inspections and its owners and agents from all losses and damages from all alleged negligence and/or contract claims by customer or any third party. These terms and conditions supersede any other previous terms and conditions either oral or written.
4. Payment is due upon receipt of invoice unless otherwise specified in writing.
5. If for some reason ProCheck Inspections arrives on site and the work is cancelled without prior notification, there will be a charge of
$300.00.
