DATE: Nov 14, 2023
This Task Assignment authorizes WSP to conduct quarterly groundwater monitoring activities in accordance with the Nov 10,2023, Scope of Work, Cost Estimate, and Bid Documentation. The final cost of this Task Assignment is $12,425.87 with 76 labor hours.
Subtask 1: Project Management
An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.
Subtask 2: Offsite Monitor Well Sampling and IDW Management WSP will collect a groundwater sample from offsite monitoring well MW024. Prior to sampling, MW024 will be purged, and field parameters will be monitored. All groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP- 001/01), dated January 2017. The groundwater sample will be delivered to Florida Department of Health and National Environmental Laboratory Accreditation Program for analysis of chlorinated volatile organic compounds using EPA Method 8260B. WSP will containerize IDW purge water and decontamination water in a 55-gallon drum that will be stored on the property.
Subtask 3: Offsite Monitor Well Sampling and IDW Management
WSP will perform the scope of work described in Subtask 2 approximately 3 months following the samples taken in ST 2. Sampling parameters, deliverables and IDW management will be the same.
Following the completion of the sampling WSP will collect a waste characterization sample from the drum for analysis of total VOCs using EPA Method 8260. Once waste characterization is determined, the IDW transport and disposal subcontractor will collect and dispose of the drum. The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment.

RE: COST PROPOSAL FOR QUARTERLY GROUNDWATER MONITORING
DAWN LAUNDRY
6890 MIRAMAR PARKWAY
MIRAMAR, BROWARD COUNTY, FLORIDA
DEP FACILITY ID NUMBER: ERIC_4188
PROPOSED TASK ASSIGNMENT: DC013B
Dear Mr. McGrane:
WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for completing quarterly groundwater sampling of monitoring well MW024 at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services.
RECENT SITE HISTORY
WSP recommended collecting a groundwater sample from monitoring well MW024 on a quarterly basis in the January 2023 Annual Groundwater Monitoring Report. If chlorinated VOC concentrations in MW024 were below GCTLs after the two consecutive sampling events, WSP would recommend No Further Action using Risk Management Option Level I, as defined in Chapter 62-780.680(1), FAC, as far as chlorinated solvents are concerned. However, based on the ongoing perfluoroalkyl and polyfluoroalkyl substances (PFAS) assessment at the site, WSP will not recommend the abandonment of the monitoring wells.
An offsite property owner representative, Jonny Gil, an engineer for the City of Miramar, contacted the DEP on July 6, 2023, indicating that monitoring well MW024 was in the way of a proposed paved road scheduled to be constructed in late spring/early summer of 2024. The DEP requested completing at least three quarterly sampling events (August 2023, November 2023, and February 2024) prior to needing to abandon the monitoring well. WSP will keep in contact with the City of Miramar and continue sampling MW024 past February 2024 (May 2024 and August 2024) if construction delays occur; however, WSP will be prepared to submit a work change directive to DEP to abandon the well if the City of Miramar indicates that construction will begin before subsequent sampling events.
Mr. Patrick McGrane Proposal No. 202208346
Florida Department of Environmental Protection November 10, 2023
The first quarterly sampling event for monitoring well MW024 occurred on August 23, 2023, when vinyl chloride was detected at 6.1 micrograms per liter (ug/L), which was higher than the November 2022 result of 3.4 ug/L, and still above the Groundwater Cleanup Target Level (GCTL) of 1.0 ug/L for vinyl chloride.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 – NOVEMBER 2023 QUARTERLY SAMPLING AND IDW MANAGEMENT
WSP will collect a groundwater sample from offsite monitoring well MW024. The well location and previous analytical results are shown on the attached Figure 4 with the August 2023 analytical results.
Prior to groundwater sampling, depth-to-water measurements will be measured using an electronic water level indicator. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary. Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.
The groundwater sample will be delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified, fixed-base laboratory for analysis of chlorinated volatile organic compounds (VOCs) using EPA Method 8260B.
WSP will submit an e-mail deliverable upon receipt of the certified laboratory analytical report that will include field notes and forms, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; a site map showing the groundwater analytical results; laboratory analytical report; and conclusions and recommendations.
SUBTASK 3 – FEBRUARY 2024 QUARTERLY SAMPLING AND IDW MANAGEMENT
The scope of work described above in Subtask 2 will be completed for Subtask 3 in February 2024.
Investigation Derived Waste WSP will containerize the investigation derived waste (IDW) purge water and decontamination water in a 55-gallon drum and store the drum on the source property. WSP will collect a waste characterization sample from the drum for analysis of total VOCs using EPA Method 8260 after the sampling event is completed for Subtask 3. The drum will be temporarily staged onsite, pending waste characterization. WSP has assumed that the IDW can be transported and disposed as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates one drum of IDW purge water and decontamination water will be generated during groundwater sampling activities. Given that PFAS were detected in groundwater samples collected during the 2023 PFAS screening event, disposal rates will be reflective of PFAS-impacted media.
HEALTH AND SAFETY
WSP will update the existing site-specific Health and Safety Plan for the field work. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the proposed scope of work is $12,425.87. WSP anticipates the monitoring events will take place in late November 2023 and late February 2024. WSP will include this work, if possible, with other south Florida field projects to reduce the mobilization costs. The level of effort sheets and cost estimate form are included in Attachment A. The IDW disposal subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
