RE: COST PROPOSAL FOR SUPPLEMENTAL SITE ASSESSMENT

PORT OF FORT PIERCE

101 PORT AVENUE A

FORT PIERCE, ST. LUCIE COUNTY, FLORIDA

FDEP FACILITY NUMBER: ERIC_15269

Dear Ms. Johnson:

WSP USA Inc. (WSP) is providing the Florida Department of Environmental Protection (FDEP) with this cost proposal to implement the Supplemental Site Assessment (SSA) Work Plan/Quality Assurance Project Plan (Work Plan) for the above-referenced site. The FDEP approved the Work Plan in October 2022. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below. The site location is shown on Figure 1.

The supplemental site assessment activities will focus on areas where suspected or known contaminants may be present to provide information about the possible environmental impacts of the former hazardous materials handling and waste storage activities at the site. Based on the results of previous assessment activities, the site was broken down into nine areas of concern (Area A through Area I), as shown on Figure 2. WSP recommends collecting surface and subsurface soil samples from borings, and groundwater samples from existing and proposed monitoring wells. The primary constituent of concern in soil is arsenic, and to a lesser extent total recoverable petroleum hydrocarbons (TRPH), in Areas B, C, F, G, H, and I. Areas with existing soil impacts above Soil Cleanup Target Levels (SCTLs) are Area B, C, F, G, H, and I. The soil data for each area are summarized on Figures 3 through 7.

The existing and proposed monitoring well locations are shown on Figure 8. The proposed soil boring locations are shown on Figures 9 through 13.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with FDEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in

Ms. Megan Johnson Proposal No. 202208350

Florida Department of Environmental Protection May 15, 2023 accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with FDEP requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the FDEP-approved task assignment.

SUBTASK 2 – SOIL SAMPLING AND MONITORING WELL INSTALLATION

Site Access and Utility Clearance Following authorization to proceed, WSP will coordinate with the appropriate property owners or owner representatives for access to complete the scope of work. This plan assumes adequate site access will be granted to perform the scope of work. WSP will obtain the applicable local, county, and state-required permits before implementing the proposed scope of work. The location of underground utilities will be identified and marked.

Sunshine State One Call, a utility location service provider, will be contacted at least three working days (72 hours) before any subsurface work begins. Sunshine State One Call might not be able to provide details regarding specific utilities in the area where site assessment activities will be conducted. Therefore, WSP will contract a private company to locate shallow subsurface utilities or other buried hazards near the proposed soil sampling locations and monitor well locations using electromagnetic and groundwater penetrating radar. The locations will be marked with paint or pin flags on the ground surface. WSP will discuss any conflicts between suspected underground utilities and the proposed assessment locations with the FDEP before any adjustments in the field.

Soil Sampling Activities WSP proposes to collect sixty-one (61) soil borings located in the following areas: Area B (14 borings, TRPH and/or arsenic, Figure 9); Area C (11 borings, TRPH and/or arsenic, Figure 10); Area F (10 borings, arsenic, Figure 11);

Area G (8 borings, arsenic, Figure 11); Area H (5 borings, TRPH and/or arsenic, Figure 12); and Area I (13 borings, including the re-sample of previous boring KMI14-SB2-2-4 for arsenic using the Toxicity Characteristic Leaching Procedure, TRPH and arsenic, Figure 13).

At each of the soil boring locations, WSP will use a decontaminated stainless-steel hand auger to collect discrete soil samples from the ground surface to the top of the water table. WSP will collect soil samples from 0 to 0.5 feet below ground surface (bgs) and 0.5 to 2.0 feet bgs. If the depth-to-groundwater is greater than 2 feet bgs, then soil samples will be collected in 2-foot intervals to a depth of 10 feet bgs, or the top of the water table, whichever is encountered first (e.g., 2.0 to 4.0 feet bgs, 4.0 to 6.0 feet bgs, etc.). These sampling intervals meet both EPA Hazard Ranking System and State of Florida’s subparagraph 62.780.600 (5) (c) 1 requirements. WSP will collect a primary soil sample from the bottom of each depth interval. For cost estimating purposes, WSP has assumed the depth-to-groundwater is 4 feet bgs or three soil samples per boring location.

WSP will place the soil samples on ice and ship the coolers to a Florida Department of Health and National Environmental Laboratory Accreditation Program-certified fixed-based laboratory, along with the completed chain of custody documentation. The laboratory will analyze the primary samples for arsenic and TRPH using EPA Method 6010 and Method FLPRO. Based on the TRPH results, WSP may request FDEP approval to analyze the samples for TRPH fractions using the Criteria Working Group or MADEP Method. The costs for the TRPH fractions analysis are covered in the cost estimate. The proposed soil sampling plan, including Quality Assurance/Quality Control (QA/QC) samples, is summarized in Table 2.

The boreholes will be backfilled. If the boring was advanced into a concrete or asphalt surface, the borehole will be backfilled to approximately 6 inches below grade, followed by a layer of concrete or asphalt patch (as appropriate) to match the existing surface.

Monitoring Well Installation Five new monitoring wells are proposed for installation to further evaluate the horizontal extent of arsenic in groundwater. Each monitoring well will be installed with a track-mounted direct-push rig, with the top of its screened interval intersecting the water table, or slightly below it, depending on the soil conditions and presence of near-surface turbidity influences. Before well installation, a continuous soil core may be collected with the direct-push rig at the well location to obtain information on site lithology and the depth to groundwater in the surficial aquifer which will guide the selection of monitoring well screen depths. Each well will be constructed of 1.5-inch-diameter polyvinyl chloride (PVC) with a 10-foot long, pre-packed, 0.010-inch slotted, PVC screen. The existing and proposed monitoring well locations are shown on Figure 8.

Monitoring well depth will be determined from the site-specific conditions, but it is anticipated that each well will be installed to a depth of 12 to 15 feet bgs, depending on the depth to groundwater and soil conditions. Additional 20/30-grade sand pack will be installed in the annular space opposite the pre-packed screen interval to a depth of 1-foot above the screen, and bentonite pellets or fine grain sand (30/65-grade) will be installed to a depth of 0.5 to 1-foot above the 20/30-grade filter pack. The remaining annular space will be grouted to the surface. Each well will be completed with a locking expansion cap within a flush-mounted, steel manhole with bolt-down lid set in a 2-foot by 2-foot concrete pad to assure sample integrity. Upon completion, each micro-well will be developed by pumping with a peristaltic pump until it produces non-turbid water. The top-of-casing elevations will be surveyed to a common arbitrary benchmark and static depth to water will be measured in each well to determine the groundwater flow direction at the time of the field investigation.

The development water from the new monitoring wells and soil cuttings from the monitoring well installation will be containerized in 55-gallon drums and stored in a secured area until the drums can be transported to a licensed waste disposal facility for proper disposal.

Interim Deliverable and Schedule Upon completion of Subtask 2, an e-mail deliverable will be submitted and will include copies of the field notes, well construction diagrams, and laboratory analytical reports (if available). WSP estimates five days to complete the Subtask 2 field activities.

SUBTASK 3 – GROUNDWATER SAMPLING ACTIVITIES

Groundwater samples will be collected from the 17 existing monitoring wells and the five proposed monitoring wells (22 wells total). The samples will be analyzed for arsenic. Groundwater sampling will adhere to the FDEP SOP FS 2200. After a minimum of 24 hours, groundwater samples will be collected from each new monitoring well using low flow purging techniques with a peristaltic pump and new HDPE tubing. Field parameters including temperature, pH, specific conductance, turbidity, dissolved oxygen (DO) and oxygen reduction potential (ORP) will be measured following removal of each well volume. A minimum of three well volumes will be purged from each monitoring well.

If the field parameters have stabilized (i.e., two consecutive measurements are within ranges specified in SOPs) and the water turbidity is less than 20 nephelometric turbidity units (NTU) after three well volumes, the groundwater sample will be collected. If turbidity below 20 NTU cannot be attained, the well will be purged until the turbidity measurements become stable, at which time the groundwater sample will be collected. In addition, field observations, such as color, odor and sheen will be documented. The proposed groundwater sampling plan, including QA/QC samples, is summarized in Table 2.

The purge water from the monitoring wells will be containerized in 55-gallon drums and stored in a secured area until the drums can be transported to a licensed waste disposal facility for proper disposal.

Interim Deliverable and Schedule Upon completion of Subtask 3, an e-mail deliverable will be submitted and will include copies of the field notes, groundwater sampling forms, equipment calibration forms, and survey data. WSP estimates three days to complete the Subtask 3 field activities.

SUBTASK 4 – IDW TRANSPORTATION AND DISPOSAL

The IDW generated during the Subtask 2 and Subtask 3 field activities will be transported offsite for disposal as part of this subtask. For cost-estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. WSP estimates up to nine drums of IDW will be generated during supplemental site assessment activities.

SUBTASK 5 – REPORTING

Upon completion of the field activities, WSP will prepare a Supplemental Site Assessment Report. The report will include a description of the sampling procedures, evaluation of the analytical results, comparison of current to historical data, a tabulated summary of the current and historical analytical data, a site map showing the soil and groundwater analytical results, water level elevation information in tables and figures, laboratory analytical data, conclusions, and recommendations.

COST AND SCHEDULE

The estimated cost to complete the proposed scope of work is $76,906.04. The LOE/CEF cost sheets are included in Attachment A. Subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule. The proposed deliverable schedule is subject to change based on driller availability. WSP will discuss any modifications to the proposed schedule with the FDEP. The following table summarizes the proposed costs and deliverable schedule.
