Ralph, I have this on schedule, but we recently had to increase our drum rate by $10.00.
Unfortunately the cost of fuel and disposal has forced our hand on this.
Thank you, Jonathan Erwin Erwin Remediation, Inc.

RE: COST PROPOSAL FOR DRY CLEANING DEPOT
RAP MODIFICATION ACTIVITIES
1320 WEST SUNRISE BOULEVARD
FORT LAUDERDALE, BROWARD COUNTY, FLORIDA
FACILITY IDENTIFICATION NUMBER: ERIC_4158
PROPOSED TASK ASSIGNMENT: HW685_HW026B
Dear Ms. Shirah:
WSP USA Inc. (WSP) formally Golder Associates USA Inc. is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal to complete additional sampling activities and prepare a Remedial Action Plan (RAP) Modification for the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort (LOE) sheets for each subtask, and a Cost Estimate Form (CEF) that summarizes the costs of the proposed services. The proposed scope of services is described below.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Drycleaning Solvent Cleanup Program requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
Ms. Ginger Shirah Proposal No. 202208346
Florida Department of Environmental Protection January 18, 2023
SUBTASK 2 – SOIL VAPOR AND GROUNDWATER SAMPLING
Soil Vapor Sampling AECOM operated a soil vapor extraction (SVE) system at the site from June 2011 to January 2017. Based on the data presented in AECOM’s Year Six Q1&2 Semi-Annual Operation and Maintenance Report, dated March 10, 2017, the SVE system removed approximately 18 pounds of volatile organic compounds (VOCs) during operation. Based on a review of available files in the DEP’s OCULUS database, soil confirmation sampling was not completed at the site following SVE system operation. In addition, soil vapor samples were not collected for laboratory analysis from the individual SVE wells during system operation. The SVE system is still onsite.
WSP proposes to assess the condition of the SVE system and collect soil vapor samples from each of the 15 individual SVE wells (SVE-1 through SVE-15). Before sample collection, WSP will use existing valves and fittings to isolate each SVE well at the system manifold. WSP will then, one at a time, connect each SVE well to Modified Active Gas Sampling (MAGS) equipment to extract and monitor soil vapor from vadose zone soil. The MAGS blower (Fuji Electric Model VFC508P-2T, 2.5 hp, single phase) will be capable of a flow rate of 154 standard cubic feet per minute at a vacuum of 80 inches of water (inches H20) under ideal conditions. A portable generator will supply power to the blower. The connection between the SVE wells and the blower will be made using 2-inch diameter vacuum-rated flexible PVC tubing and Schedule 40 PVC pipe. Vacuum gauges, a flowmeter, a filter, and sample ports will be installed in line.
WSP will run the blower at the highest achievable wellhead vacuum without entraining water for up to 30 minutes at each location. One soil vapor sample will be collected from each well using a Summa Canister (Tedlar bags if Summa Canisters are not available) and submitted to a fixed-base laboratory for VOC analysis using EPA Method
TO-15.
Groundwater Sampling Since the last groundwater injection event in July 2017, tetrachloroethene (PCE) does not appear to have rebounded significantly in the shallow, source area, based on recent groundwater monitoring results at monitoring well MW001R1; however, trichloroethene (TCE), cis-1,2-dichloroethene (cis-1,2-DCE), and vinyl chloride have continued to increase. PCE and TCE concentrations have rebounded significantly in deep, source area monitoring wells MW038 and MW041, indicating that source material is still present. Based on the lithology reported during site assessment activities, these deep zone wells are screened within a sand layer atop the thick layer of hard, vuggy limestone (low permeability) that appears to limit any further vertical migration of contaminants. WSP recommends further enhanced bioremediation injections in the shallow and deep zones in the source area, followed by quarterly groundwater performance monitoring.
Before the injections though, WSP proposes to collect groundwater samples from the following 10 wells: MW001R in the shallow zone of the surficial aquifer; MW040 in the intermediate zone of the surficial aquifer; and MW010R, MW011R, MW014, MW015R, MW038, MW041, MW042, and MW044 in the deep zone of the surficial aquifer. The attached figures (Figures 2, 3, 7, 8, and 9) from the November 2022 Annual Groundwater Monitoring Report, show the monitoring well locations and chlorinated VOC results for the shallow, intermediate, and deep zones of the surficial aquifer.
Before groundwater sampling, the depth to groundwater will be measured at accessible monitoring well using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced as necessary.
Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP-SOP-001/01) dated January 2017 (effective April 16, 2018). Before collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures. The samples will be analyzed as follows:

IDW Total VOCs
*CENSUS-DNA analysis includes Dehalococcoides microbial species and BAV1 Vinyl Chloride Reductase, tceA Reductase, and Vinyl Chloride Reductase functional genes
The groundwater samples to be analyzed for chlorinated VOCs and dissolved gases will be delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified, fixed-base laboratory. The groundwater samples to be analyzed for microbial species and functional genes will be shipped to Microbial Insights in Knoxville, Tennessee. Upon receipt of the laboratory analytical results, WSP will evaluate the constituent concentrations to determine if off-site notification is required.
Investigation Derived Waste WSP will temporarily store the investigation-derived waste (IDW) purge water generated from the groundwater sampling event in a 55-gallon steel drum(s). A waste characterization sample will be collected from the IDW drum(s) for analysis of total VOCs using EPA Method 8260. If the waste characterization sample is acceptable to the disposal subcontractor, the IDW drum(s) will be picked up and transported to a facility for proper disposal. A non-hazardous waste manifest will be provided by the disposal subcontractor upon delivery to the disposal facility.
Interim Deliverable Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, laboratory chain-of-custody documentation, and non-hazardous waste manifest.
SUBTASK 3 – RAP MODIFICATION
To address the chlorinated VOCs present in groundwater at concentrations above DEP Natural Attenuation Default Concentrations (NADCs), as given in Table 5 of Chapter 62-777 of the FAC, AECOM submitted a Groundwater RAP to DEP in September 2014. The selected remedy was enhanced bioremediation using direct injection wells and EOS® Pro as the carbon source. The DEP approved the Groundwater RAP in January 2015. AECOM completed two injection events as part of the approved RAP (July 2015 and July 2017).
If WSP and DEP agree that bioaugmentation would be beneficial to groundwater remediation, WSP will prepare a Groundwater RAP Modification for the inclusion of bioaugmentation into the injection program. Since there is not a shallow injection well upgradient (based on historical groundwater flow direction) of monitoring well MW001R1, WSP also recommends installing a shallow injection well as part of the IW-J cluster. The RAP Modification will include the following:
▪ A brief discussion of recent site activities.
▪ Proposed injection well construction details for new shallow injection well.
▪ Proposed injection locations and depths.
▪ Recommended dosage concentrations and volumes of carbon source and bioaugmentation amendment.
▪ Amendment injection procedures.
▪ Underground Injection Control Notice.
▪ Proposed injectant and a table summarizing injectant concentrations, volumes, locations/depths.
▪ Figure depicting approximate injection locations.
▪ Quarterly groundwater monitoring plan.
HEALTH AND SAFETY
WSP will prepare a site-specific Health and Safety Plan for the fieldwork. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high-visibility safety vests, and steel-toed boots. A safety job briefing will be conducted before the start of work activities, and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the RAP Modification activities is $28,308.43. WSP will tentatively schedule the soil vapor and groundwater sampling event for February 2023. The LOE/CEF cost sheets are included in Attachment A.
The subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
