About this file
This Task Assignment (TA) is a contract modification executed between the State of Florida Department of Environmental Protection (FDEP) and WSP USA Inc. for environmental remediation services. The document establishes authorization for WSP to perform decommissioning activities at the Dry Cleaning Depot site located at 1320 West Sunrise Boulevard in Fort Lauderdale, Broward County, Florida (ERIC_4158). The contract is issued under the indefinite delivery vehicle Contract Number HW685, with TA Number DC026E effective March 30, 2026, and completion targeted for August 28, 2026. The Department Project Manager is Patrick McGrane (850-245-8899), and WSP's Project Manager is Matt Crews (904-363-3430).
The scope of work includes complete decommissioning of a trailer-mounted Soil Vapor Extraction (SVE) system, including removal of approximately 70 linear feet of fencing, vegetation clearing, equipment ID number removal and marking as scrap, transfer of two 55-gallon drums of spent carbon media into new drums for non-hazardous disposal, and repair of the SVE PVC manifold system. The total Task Assignment value is $17,232.47, calculated as a fixed unit rate with payment contingent upon submittal and FDEP approval of field documentation, photo logs, waste manifests, construction and demolition weigh tickets, and completed DEP Surplus Property Disposal documentation. The deliverable is due June 26, 2026, with the primary invoice amount of $17,232.47 due upon approval. Cost was negotiated down from an originally proposed total of $18,570.16, and the work encompasses 59 total labor hours distributed across project management and system decommissioning activities performed by qualified environmental engineers and scientists.

March 23, 2026 Proposal No. 2025US437343.R2
Mr. Patrick McGrane Florida Department of Environmental Protection Division of Waste Management Waste Site Cleanup Section 2600 Blair Stone Road, MS 4520 Tallahassee, FL 32399-2400
RE: COST PROPOSAL FOR SVE SYSTEM DECOMMISSIONING
DRY CLEANING DEPOT
1320 WEST SUNRISE BOULEVARD
FORT LAUDERDALE, BROWARD COUNTY, FLORIDA
FACILITY IDENTIFICATION NUMBER: ERIC_4158
PROPOSED TASK ASSIGNMENT: HW685_DC026E
Dear Mr. McGrane:
WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal to complete soil vapor extraction system (SVE) decommissioning activities at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with the DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 – SVE SYSTEM DECOMMISSIONING ACTIVITIES
SVE System Decommissioning In March 2023, WSP assessed the condition of the SVE system (DEP Property #140983). Based on the reported water damage inside the trailer, including damage to the blower motor, WSP recommended scrapping the SVE system. The DEP approved the recommendation via e-mail in April 2023. The SVE system has not operated since 2017 and is currently located south of the site, as shown on the attached Figure 2.
Mr. Patrick McGrane Proposal No. 2025US437343.R2
Florida Department of Environmental Protection March 23, 2026
Following authorization to proceed, WSP will use the Broward County Property Appraiser’s website to verify that the current property owner has an executed Permission to Enter Property agreement with the DEP. WSP will then coordinate with the real property owner and tenant (if applicable) for access to complete the scope of work.
WSP will then mobilize to the site to oversee the decommissioning of the trailer-mounted SVE system by Action Environmental. The SVE system compound fence (approximately 70 linear feet) will be removed, along with overgrown vegetation within the SVE system compound and any unnecessary aboveground piping, hoses, and fittings associated with the SVE system. These items will be transported offsite for disposal as construction and demolition debris (C&D). Based on the results of the March 2023 soil vapor sampling event, WSP will leave the existing SVE wells, underground conveyance piping, and passive ventilation system in place, pending any future consideration of active SVE at the site.
During the May 2025 annual groundwater monitoring event, WSP observed that the power to the system was disconnected and the electrical wires and conduits had been removed. For cost estimating purposes, WSP has assumed that an electrician will not be required for SVE system decommissioning activities.
Action Environmental will remove DEP Equipment ID numbers from the trailer and related equipment using an engraving tool and mark each of the equipment items as “Scrap”. Action Environmental will transport the trailer-mounted SVE system to American Scrap Metal Alloy at 824 NW 9th Avenue, Fort Lauderdale, Florida. WSP will prepare the appropriate DEP Surplus Property Disposal Certification/Receipt documentation and obtain a ticket/receipt from the scrap yard identifying the trailer and equipment as scrap.
Waste Transportation and Disposal During the May 2025 groundwater sampling event, WSP collected a sample from the two 55-gallon vapor-phase carbon drums located within the SVE trailer for waste characterization purposes. The sample was analyzed by a laboratory for volatile organic compounds using the Toxicity Characteristic Leaching Procedure (Method 1311/8260D), Flashpoint (Method 1010B), and pH (Method 9040C). Due to existing damage to the two carbon media drums, WSP proposes to transfer the carbon media into two new 55-gallon steel drums. Based on the sample results, WSP recommends that the vapor-phase carbon (two 55-gallon drums) be disposed of as non-hazardous waste. WSP will subcontract a licensed waste hauler to transport and dispose of the waste at an approved facility.
WSP will provide the DEP with copies of the disposal manifests.
