RE: COST PROPOSAL FOR ANNUAL GROUNDWATER MONITORING
IMPERIAL LAUNDRY & DRY CLEANERS
199 EAST MAIN STREET
APOPKA, ORANGE COUNTY, FLORIDA
DEP FACILITY ID NUMBER: ERIC_5026
PROPOSED TASK ASSIGNMENT: HW685_DC048B
Dear Mr. McGrane:
WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for annual groundwater monitoring and expanded per- and polyfluoroalkyl Substances (PFAS) monitoring at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services.
The proposed scope of services is described below.
SUBTASK 1 PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with the DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 ANNUAL GROUNDWATER MONITORING
Groundwater Monitoring current property owner and the offsite property owners have an executed Permission to Enter Property agreement with the DEP. WSP will then coordinate with the real property owner, tenant, and offsite property owners for access
Mr. Patrick McGrane Proposal No. 2024US212972
Florida Department of Environmental Protection April 15, 2024 to complete the scope of work. WSP or the DEP will attempt to obtain updated Permission to Enter Property forms from relevant property owners prior to and/or during mobilization to the site, as needed.
WSP will mobilize to the site and collect groundwater samples from the designated monitoring wells shown in the table below. Prior to groundwater sampling, depth-to-water measurements will be collected using an electronic water level indicator to determine groundwater depth. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary. The attached Figures 2, 3, and 4 from the August 2023 sampling event show the monitoring well locations, groundwater flow direction, and groundwater quality results for the surficial aquifer. Since historical information identified only petroleum-based solvents in use at this site, groundwater samples will be analyzed for project-specific volatile organic compounds
(VOCs) previously detected. The attached Figure 1 shows the May 2023 PFAS screening results.
Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018) and DEP SOPs for Sampling with and Analysis of PFAS, dated August 2020. Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data procedures.
Groundwater samples to be analyzed for the project-specific VOCs will be delivered to a Florida Department of
Health and National Environmental Laboratory Accreditation Program-certified fixed-base laboratory along with the completed chain-of-custody documentation. The project-specific VOCs will include volatile organic aromatics plus naphthalene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, and isopropyl benzene. Upon receipt of the laboratory results, WSP will evaluate the detected concentrations to determine if off-site notification is required.
The samples will be analyzed as follows:

Interim Deliverable
Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation.
SUBTASK 3 PFAS-RELATED COSTS AND IDW MANAGEMENT
WSP will include costs associated with the expanded PFAS monitoring activities in this subtask. These activities include completing bottle order requests with the DEP Central Laboratory; waste characterization and waste profiling; packaging and shipping PFAS samples to the DEP Central Laboratory; labor involved in sampling wells associated with PFAS analysis only; and investigation-derived waste (IDW) transportation and disposal.
Quality Assurance/Quality Control
WSP will collect one equipment blank sample during the groundwater sampling event. The equipment blank will be collected by pumping (peristaltic pump) PFAS-free water through silicon and/or HDPE tubing and into laboratory-supplied containers. The equipment blank will be analyzed for PFAS using DEP SOP: LC001-3 (or similar), as shown in the above table.
IDW Transportation and Disposal
WSP will containerize the IDW purge water and decontamination water in a 55-gallon drum(s). WSP will collect a waste characterization sample from the drum for analysis of Total VOCs using EPA Method 8260 and PFAS using
DEP SOP: LC001-3 (or similar), as shown in the above table. The drum(s) will be temporarily staged onsite, pending waste characterization. For cost estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates one drum of IDW purge water will be generated during the field activities.
Interim Deliverable
Upon completion of Subtask 3, an e-mail deliverable will be submitted for the PFAS samples and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, laboratory chain-of-custody documentation, and updated data tables and figures.
SUBTASK 4 REPORTING
WSP will prepare an Annual Groundwater Monitoring report that will include a description of the sampling procedures, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; a site map showing the groundwater analytical results; water level elevation information in tables and figures; laboratory analytical data; and conclusions and recommendations.
HEALTH AND SAFETY
WSP will update the existing site-specific Health and Safety Plan for the field work. The work will be completed in
At a minimum, WSP field personnel will wear safety glasses, high-visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the proposed scope of work is $20,563.90. WSP anticipates the groundwater monitoring event will take place in August 2024. The level of effort sheets and cost estimate form are included in
Attachment A. The IDW disposal subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
Tasks Proposed Costs Proposed Schedules/Deliverables
Subtask 1 Project Management $ 1,924.64 December 20, 2024
Subtask 2 Annual Groundwater Monitoring $ 6,444.45 September 20, 2024 (Field documentation and laboratory analytical report via email)
Subtask 3 PFAS Related Costs and IDW Transportation & Disposal
$ 6,512.09 October 25, 2024 (Email summary with field documentation and certified laboratory analytical report for PFAS and non-hazardous waste manifest for IDW)
Subtask 4 Reporting $ 5,682.72 November 29, 2024 (Annual Groundwater Monitoring Report)
Total/Completion Date $ 20,563.90 January 24, 2024
